Smart Voter Political Philosophy for Mark Salinas

Candidate for
Mayor; City of Hayward

This information is provided by the candidate

Strengthen Public Safety

As your Councilman I supported every strategy to put more patrol officers in Hayward neighborhoods. Including in all of our industrial and business districts. I voted to eliminate the red light camera program and put more traffic patrol officers on our busiest streets during peak traffic times.

As your Mayor I will:

Fully staff the Hayward Police Department and Hayward Fire Department.

Mobilize neighborhoods and teach families how to make their neighborhood safer.

Strengthen emergency preparedness programs for families and businesses.

Work with the the Superintendent of the Hayward Unified School District to make schools safer for students.

Create Jobs

As your Councilman I am a member of the Council's Economic Development Committee. As a committee member I co-authored the Economic Development Strategic Plan 2014 - 2018. The Plan intends to bring more jobs to Hayward by attracting more business and industry to Hayward; retain existing businesses; as well as provide resources for businesses to expand so they can hire more people from Hayward.

As your Mayor I will:

Implement the Council's Economic Development Strategic Plan.

Give employers every opportunity to hire Hayward first.

Fill empty buildings, especially in Downtown Hayward.

Make Downtown Hayward an exciting destination again and make it easier for college and university students to travel to Downtown and Southland.

Make doing business in Hayward easy.

Balance our Budget

As your Councilman I voted for a balanced budget every year and I have protected the core city services everybody expects from City Hall. We have hired more police officers, enhanced city-wide neighborhood services, and we have also continued safe and fun family summertime activities at City Hall. As your Mayor I will:

Apply budget best practices to make sure our budget is responsible and balanced.

Continue to focus on core city services that everybody expects from City Hall.

Keep the budget a public document so the public knows the financial situation The City is in.

Make Hayward an Education City

As your Councilman I fought alone to include Education in the General Plan for 2040. Education had never been included in the plan for all of its 50 year history. I also fought alone to include Education goals in the Council's Economic Development Strategic Plan 2014-2018. I have stood alone but front and center and today there's a solid foundation to restore Hayward's educational reputation and I plan to make Hayward a premiere Education City.

As your Mayor I will:

Work and strengthen the relationship between the City of Hayward and the President of California State University, East Bay; the President of Chabot College; and the Superintendent of the Hayward Unified School District.

Convene a Mayor's Education Task Force, with the sole purpose to restore our city's educational reputation, raise student achievement, and make good our city's promise to educate all kids and prepare them for the 21st Century.

Strengthen partnerships with early childhood services in neighborhoods.

Provide every opportunity for students to work in Hayward right after high school and college.

Provide every opportunity for Hayward companies to hire Hayward high school and college graduates first.

Make Hayward Healthier

Today in Hayward there are more fast food restaurants, liquor stores, and tobacco retailers than there are grocery stores. Additionally, today in Hayward kids are disproportionately unhealthier than surrounding city. Hayward kids and their parents suffer disproportionately from serious health risk factors than kids and adults in surrounding cities. I lead the council in striking out permanently unhealthy uses for land uses on new developments along the Mission Boulevard corridor. As your Mayor I will:

Continue Hayward enrollment in the Healthy Cities Campaign.

Search for healthier food options and bring them to Hayward.

Teach the benefits of Transit Oriented Developments and its impact on healthier neighborhoods.

Prohibit retailers from selling tobacco products 500 feet from schools.
