Our government is a surrogate plutocracy (a form of government in which power is lodged in the hands of wealthy special interests that arrange the continual reelection of representatives who govern as their surrogates). Special interest groups give money to State Representatives so they can shake your hand, smile, and call you a "dummy" for voting for them!!!
(1) Foundation websites are helpful. But, many foundations don't have websites. 990-PFs (Foundation Tax Returns) are indispensable. The only place you'll find every grant amount that a funder has made and to whom is Section XV (page 10 or 11) of the Tax Return. http://www.guidestar.org is an excellent resource for accessing 990-PF Tax Returns . . . .

(2) For federal grant funding programs http://www.cfda.gov. And, another resource is http://www.grants.gov and http://www.tgci.com (The Grantsmanship Center). Here you have all the information in one place and an archives of application guidelines. With the RFP you can begin working on the application months before its due. The http://www.foundationcenter.org also maintains an extensive database. And,

(3) The 2014 Top 10 BLACK and Minority Business Grants available are: #1 + The FedEx Small Business Grant Contest; #2 -The National Association for the Self Employed (NASE) Growth Grants Program; #3 + The Dare to Dream Grant Program; #4 + The Miller Lite Tap the Future Business Plan Competition; #5 + The Small Business Administration (SBA); #6 + The Minority Business Development Agency (MBDA); #7 + The Rural Business Enterprise Grants (RBEG) Program; #8 + The Huggies MomInspired Grant Program; #9 - The DOT Disadvantaged Business Enterprise (DBE) program; and #10 - The Small Business Innovation Research (SBIR) program.

(4) Finally, Title I allocates some $14 Billion to schools that have a higher proportion of students from low-income families to pay for programs designed to keep them from falling behind . . . The "JAVIS ACT" pays federal funds for research and pilot education programs for "gifted students."
