Eileen Cipriani was born in 1963 at Nesbitt Hospital in Kingston to Patricia Johnson Tracy and the late Malcolm "Max" Tracy. She was raised in West Wyoming Borough, attending Holy Trinity Grade School (Swoyersville) and graduating from Bishop O'Reilly High School in 1981. Cipriani received an undergraduate degree from Bloomsburg University in 1985 and received a Masters in Organizational Management from Misericordia University in 2012.

After college, Eileen returned to her birthplace at Nesbitt Hospital in Kingston where she worked as a medical technologist in the laboratory. She transferred to Wilkes-Barre General Hospital when the two facilities merged and specialized in toxicology testing where she worked for 26 years.

In 2011, Cipriani received the Governor's Award for Local Government Excellence on behalf of West Wyoming Borough in the "Responding to Adversity" category. She co-founded and now serves as president of the West Side Council of Governments, an organization committed to collaboration, cost-saving, and community improvements through cooperation. She serves as a member and past president of the West Wyoming Borough Council. She serves as a board officer of Court Appointed Special Advocates (CASA) of Luzerne County, a program that pairs trained community volunteers with abused and neglected children.

Cipriani's extensive history of community servant leadership includes the Wyoming/West Wyoming Little League, Elder Abuse Task Force of Luzerne County, Wyoming Area Catholic Parent-Teacher Guild and Volunteer Athletic Director, Wyoming Area Kiwanis, and Cub Scouts Den Leader. She was awarded the Stewardship Award by the Luzerne Conservation District, was a founder of the Abrahams Creek Watershed Association, serves on the Hicks/Abrahams Creek Technical Advisory Committee, is a member of the West Side Trail Commission and West Wyoming Shade Tree Commission.

In 2012, she left her position to join State Representative Phyllis Mundy's legislative staff. Cipriani saw an opportunity to serve the constituents in the 120th District as a constituent services and local outreach coordinator.

Cipriani has been married to her husband, Joe, for 25 years. Joe is a Professor of Occupational Therapy at Misericordia University. Together they have two sons, David and Michael, who both attend Kings College.
