TAXES are a common way in which municipalities raise funds to cover expenses.

Generally this may not be the most popular method for local government to generate revenue.

However, in some cases taxation may be appropriate and acceptable. (Hernandez)

MERIT SERVICES- indirectly benefit the community, but also benefits the individual.

Reliable sources- Vets pool use count. It is 12,000 per month mostly fee-paid use by kids and adults. Makes money for City and Swim Team operator.

In this situation, it may be appropriate to use some public resources to support the program.

The individual will also be required to pay a fee.

However, the cost to the individual will be lower

due to the programs indirect benefit to the community. (Brayley)
