I have served on city council for 10 years and as Vice Mayor for 4 years. I head a county board and was chair of the county government reform task force, seeking cost efficiencies in county operations. I have been one of the leaders of the OKI regional council of governments and treasurer of the First Suburbs Consortium, working with other suburbs to effectively interact with state govt. and the city of Cincinnati.

I retired from Procter & Gamble as Associate General Counsel and moved to full time teaching at UC, where I now teach public health in the College of Medicine and 3 courses in the College of Law.

My 45 texts include books on open government, federal-state relations, solid waste, public employee bargaining, medical issues, accident prevention, nursing homes, cleanup of hazardous waste sites, food safety and medical products liability. As a member of the FBI Citizens Academy, I visited the Quantico FBI training facility which has my books on gangs, racial profiling and white collar crime. I have lectured internationally and I was paid as a consultant on administrative reform by the European Commission's secretary general.
