Open Labor Negotiations
We need to open the doors on labor negotiations between the city council and the city's employee groups, from the city manager on down. Why should these negotiations, that impact the greatest portion of the city's budget, happen out of site of the public's eye?
Employee Retirement Pension Reform
When city councils of the past gave employees the retirement benefit packages that weigh us down today, they were following the state into unchartered territory. Today we are seeing the results at all levels of government but especially with the cities that are declaring bankruptcy. San Carlos needs to transition our employees from "defined benefit" to "defined contribution" retirement, mirroring the 401K type program offered in the private sector.
Local Control of Land Use Policy
With the passage of the One Bay Area Plan, the threat to local control of land use planning and policies has become real. Historically, they have been left to local jurisdictions to deliberate. If we want it to remain that way, we will have to fight to gain back and maintain local control.
