Smart Voter Political Philosophy for Wayne david Scoles

Candidate for
Mayor; City of Santa Barbara

This information is provided by the candidate

I believe the voters of Santa Barbara should have more input on projects up for vote at the council. I believe we should invest in a computer/phone system that voters call in with a voter ID number and punch in what they want to voice their opinion and then the public opinion results are read by the council before they vote. Then we will know which members are voting for or against the will of the people.

I believe we need to get tough on both the gang members and the criminal homeless. We need to let them know that we will not tolerate these activities. We need to let them know our policy will be get help or get out otherwise we will use all legal means possible to eliminate the problem.

I have a plan for city employee 10% bonus program. If a city employee comes up with an idea that will have ongoing yearly savings to the city. At the end of the first and it is proven that we will have yearly savings the employee who comes up with the idea gets a one time 10% bonus of the first years savings.

I believe we need to protect our environment to ensure our water, air, and land are not sacrificed at the expense of over development. I do not believe we need higher density in this city. I believe higher density will lead to more traffic more pollution and more crime.

When it comes to our budget. You can't spend what you don't have. If and when cuts need to be made,we need to ensure that we do it in a way that will have the least amount of impact on services. We need to create a hierarchy to identify priority projects for our neighborhoods and we should rotate projects. If one neighborhood has a project completed they are not allowed another project until all the other neighborhoods have a project completed.
