Carlyn is helping to shape the City and surrounding County of San Luis Obispo with more than 10 years as a Planning Commissioner for the City and the County. Her decisions reflect a willingness to listen to and act on the public's concerns. She finds a common sense approach to the challenges facing the city, maintaining a vision that preserves our small town's beauty, history and environment, while meeting the inevitable challenges.

Carlyn is a member of the Land Use and Circulation Element (LUCE) Update Task Force, a multi-year effort that will shape the city's next 25 years. The City Council always spends a great deal of its time on planning programs, projects and policies, but the upcoming 18 months will be especially focused on the long-term vision in the LUCE update.

Here's a short list of major projects and policies reviewed during Carlyn's six years as City Planning Commissioner. They demonstrate her extensive familiarity with the City's planning policies and goals. Carlyn understands the planning process and the importance of public input, and her decade of experience will be crucial to the Council.

  • Damon-Garcia sports fields.
  • Expansion of hours and overnights for Prado Day Center.
  • Bicycle Transportation Plan.
  • Historic Preservation Guidelines and Ordinance.
  • Laguna Lake Master Plan (2005).
  • Open Space Conservation Plans: South Hills; Irish Hills; Cerro San Luis; Johnson Ranch.
  • Costco, after approving the size limitations for SLO "big box" stores.
  • Bowden Ranch and Open Space.
  • Santa Margarita Area Plan.
  • General Plan Elements, such as the Conservation and Open Space (2006), which included her personal insistence that the permanent position of Natural Resources Manager (Neil Havlik's position) be codified. Also the Housing Element (2004).
  • Water Reuse Project.
  • Stormwater Management Program.
  • Tumbling Waters Housing project and Orcutt Road improvements.
  • Johnson Avenue hills project (DENIED, ie NOT approved).

Carlyn currently sits on the County Planning Commission. Here is a short list of major County projects and policies that Carlyn has decided in the last four years that are of concern to City residents. They demonstrate her diverse experience with regional issues. Many issues important to the City have regional implications and need regional solutions, such as traffic and air quality.

  • Octagon Barn and Museum.
  • Topaz/First Solar and Sunpower Solar Ranch.
  • EnergyWise Plan (Climate Action).
  • Los Osos Wastewater Project.
  • General Plan Elements, including the Conservation & Open Space Element; and the Housing Element.
  • Huasna Exceleron oil fields (DENIED, ie NOT approved).
