Norma Torres made the tough choices to pass a balance state budget. On time.

The massive recession that hit our nation in 2008 has resulted in a large reduction in state revenues. California lost billions in projected revenue, meaning that the state legislature had to make substantial cuts or face unsustainable deficits.

Norma Torres, who began her service in the Assembly in 2008 knew what her responsibility was. She worked to streamline state programs, eliminating waste and duplication. She voted to pass the most comprehensive pension reform in state history, eliminating abuses and bringing state pensions more in line with the private sector.

Norma Torres made the tough decision to cut state expenditures by over $15 billion. The 2012-2013 budget is 11% lower than the 2007-2008 budget. And California is projected to have a $1 billion surplus in the 2013-2014 budget, for the first time in over a decade.

Torres made her priority protecting local schools and public safety. Even the cuts educational budgets were not reduced from the previous year.

But California still faces fiscal challenges. We need state legislators with the courage to make the tough decisions. That's why we need Norma Torres in the State Senate.
