Troy was born and raised in Fort Hood, Paris, and Dallas,Texas. His family moved in 1974 to Ventura County, where he has remained. Troy's favorite hobby is his family. He and his wife, Jeri, have three children: Riley (age 17), Austin (age 15), and Tatum (age 14). In 1991 Troy and his wife fell in love with the Valley and moved to Ojai.

Troy studied accounting and finance at California Polytechnic University. Troy also represented the School of Business Administration for the Associated Student Body. During his college tenure, he served as Olympic Store Director and Los Angeles Area Franchise Manager during the 1984 Olympics for Famous Amos Chocolate Chip Cookie Corporation. Troy single-handedly built, staffed, and operated the Famous Amos Olympic store from the ground up and coordinated directly with the 1984 International Olympic committee and the offices of Peter Uberoth. He was 19 at the time.

After graduating, he became President, Controller, and Chief Financial Officer for Golden West Health Plan in Camarillo, CA. Under Troy's stewardship, Golden West increased revenues from 2 million dollars to over 10 million annually.

Troy was an executive in the healthcare industry beginning in 1979. He was a Founder of DentalConnect.com and DentalxChange.com--both Internet technology firms working with insurance carriers and dentists. He also was CFO for Digital Savant, an Internet development company located in Los Angeles.

Troy served as President of the California Association of Dental Plans Board of Directors and was a member of the Board of Dental Examiners Committee on Dental Service Management Organizations and Independent Practice Associations. He chaired the Health Care Service Plan Advisory Committee for the Department of Corporation. He served on the National Association of Dental Plans Legislative Committee during the 1990's.

In 1994 Blue Cross of California tapped Troy to develop California's first large-scale dental service organization. He designed operations and acquisition plans for an initial program of over 75 million dollars.

In one year Troy negotiated the acquisition of dental offices representing over 30 million dollars. In 1997 Wellpoint Health Networks asked him to take over Western U.S. leadership, including strategic planning, budgeting, product design, and network development. During his tenure, Troy facilitated the acquisition of over 1.4 million enrollees from John Hancock and 800,000 members from Mass Mutual. Troy led the successful one-year recruitment of over 30,000 dental providers in all U.S. states. This network was the nation's first and only individually negotiated PPO dental-fee network program. He laid the groundwork for Wellpoint's first steps into a national product that today is the nation's largest and considered by industry to be one of the best.

In 2006, after a long career in the corporate world, both he and his wife decided to "be there for the kids." They purchased Ojai Pool Store and settled in. Although Troy has grown the pool store into Ojai's largest and best pool service company, he has continued to serve his community as a redevelopment commissioner and currently serves on the Ojai Planning Commission.
