Shall the ordinance enacted by the voters of the City of Healdsburg on November 5, 1996 establishing an urban growth boundary for a term of 20 years be amended to extend

Impartial Analysis from City Attorney
The City Council of the City of Healdsburg ("City Council") has established November 6, 2012 as the date for an election on a proposed ballot measure to extend the timeframe of the City's Urban Growth Boundary beyond the existing December 31, 2016 expiration date to December 31, 2030. The Ordinance would adopt and extend the terms and conditions of Ordinance 932, approved by a majority of the registered voters of the City on November 5, 1996, which established the Urban Growth Boundary for a period of twenty years until December 31, 2016.

The Ordinance reaffirms and readopts the provisions of the City's 2030 General Plan that are consistent with Ordinance 932 and extends the term of such provisions until December 31, 2030. The Ordinance also amends the general plan description of the Urban Growth Boundary/Urban Service Area to acknowledge this ballot measure and reaffirms the Land Use Plan contained in Figure 3 of the General Plan that depicts the boundary line of the Urban Growth Boundary. The Ordinance does not alter the boundary line of the Urban Growth Boundary that was approved by the voters in 1996.

If approved by the voters, the Ordinance would become effective immediately and the general plan would be considered amended in accordance with the terms of the Ordinance. Any provisions of the City's Land Use Code inconsistent with the Ordinance would not be enforceable and the City would be prohibited from adopting any land use approvals inconsistent with the Ordinance.

A "Yes" vote is a vote to approve an extension of the timeframe of the City's Urban Growth Boundary until December 31, 2030. A "No" vote is a vote not to extend the timeframe.

Arguments For Measure W
Measure W, the Healdsburg Urban Growth Boundary Ordinance, gives Healdsburg voters the opportunity to extend the term limit of the City's Urban Growth Boundary (UGB) through December 31, 2030 to coincide with the term of the City's General Plan. We believe that the people who live and raise their families here should make the critical decisions about Healdsburg's future size, and that's why the Council put the proposed ordinance on the ballot.

In 1996, Healdsburg voters placed a 20-year UGB in our General Plan. Land outside the boundary is protected for rural uses such as agriculture and open space. The ordinance maintains the General Plan policies that established Healdsburg's current UGB, and continues to require voter approval for any significant enlargement of the boundary.

The major purposes of the boundary are: to protect the quality of life of Healdsburg residents; to preserve agricultural, natural resources and open space uses on lands outside the boundary; and to protect the rural nature of Healdsburg while encouraging appropriate economic development within the City.

Healdsburg residents enjoy a quality of life that is envied by everyone who visits our small town. We are surrounded by productive and scenic agricultural lands that sustain our local economy and yield the world-class food and wine that we enjoy every day.

To preserve our agricultural heritage and small-town style of life for future generations, please vote "Yes" on Measure W.
