History of the San Miguel CSD
As I look over the past 12 years I've served, as San Miguel CSD Director & President (Chairperson) of the Board of Directors; I can't help, but remember what we had faced (during the creation of the CSD) in February 2000. We had just gone through a very bitter (short time of gossip) rumors and stories. This Board has continually worked very hard together, solving problems and planning for our future. This may have been the most important decision made in the past twenty-five years.

We have a budget surplus and we've been able to set aside reserves for emergencies. Our Fire Department is fully equipped. We're working closely with the County Sheriff's Department. There's cooperation between residents and business leaders who've been involved in community projects. This Board is committed and dedicated to helping San Miguel. We have again unanimously refused to accept any stipends or salary.

We've made plans to make necessary upgrades to our Water, Sanitary, Lighting and Fire Dept. There's no favorite Department; with this Board, each is treated with the most importance for health and safety. At the same time, we must make wise financial decisions. The approved 2012/13 Operating Budget is $1.3 million; with total revenues of $1.4 million.

Property Tax Revenue: $323,000

Operating Revenues: $726,759

Other-operating Revenue: $351,000

And Estimated Reserves: $200,000

We've drastically improved (over previous budgets) by becoming a CSD and managing our own finances from the County.

As you can see, we've worked very hard and completed many difficult tasks. The groundwork is done; we're now working on improving our infrastructure. Clearly we've made much progress over the years, but I'm most proud that San Miguel is no longer known for scandals, stories, and rumors, but is seen as a safe community with a bright future. San Miguel is on its way to becoming one of the best CSD's in the County and State. It's our turn! ! !

I'm 1 of 5 Directors; and half of Directors are elected every two years for a four-year term. This helps the community, so the Board will always have a few experienced individuals after each election. Each Director has only 1/5 control (vote) and/or authority. No "One" Director has sole authority in San Miguel; it's a team effort, Board decision. They're supposed to represent you. We need more community participation at Board Meetings and communicating with Directors (e-mail, phone or letters) asking how to vote or how they voted on issues?

I have an excellent history of administrative business management, budget control experience and training background. As Chairperson (Board President) on the San Miguel Community Services District; I have a personal interest for San Miguel to be the best it can be. With your vote of support and help, we will be able to help to insure our District's financial stability.
