Shall Ordinance 869 approving the Village Specific Plan as approved by the Del Mar City Council, which, without raising taxes, implements the Del Mar Community Plan by:
  • creating a pedestrian-oriented downtown with plazas, wider sidewalks and landscaping;
  • improving the Village's appearance and economic viability;
  • increasing public parking availability;
  • improving traffic flow, bike and pedestrian safety;
  • reducing air and water pollution; and
  • providing development controls, and traffic and parking solutions to ensure neighborhood compatibility, be adopted?

Meaning of Voting Yes/No
A YES vote on this measure means:
If a majority of the voters vote "Yes" on Proposition J, future development within the Specific Plan Area will be subject to the development standards and regulations of the Specific Plan.

A NO vote on this measure means:
If a majority of the voters vote "No" on Proposition J, the existing zoning would remain and future development would occur under the existing development standards and regulations of the Central Commercial Zone.

Impartial Analysis from City Attorney
The Del Mar Village Specific Plan ("Specific Plan") is intended to achieve the Del Mar Community Plan's objective of creating an economically viable and pedestrian oriented commercial district within the Del Mar Village. The Specific Plan includes standards, regulations and guidelines for the development of private and public uses within the Specific Plan Area. The Specific Plan Area encompasses the central business district corridor that is along Camino del Mar between 9th Street and approximately the easterly alignment of 17th Street. The City Council introduced Ordinance 869 approving the Village Specific Plan on August 6, 2012 and voted to subject the Village Specific Plan to a voter referendum consistent with Measure B.

Specific features of the Specific Plan include:

    • Creating a mixed use zone for the commercial properties which would allow residential development;
    • Increasing development potential within the study area;
    • Increasing the height limit to 26 feet on the western side of Camino del Mar to match the allowed height limit on the eastern side;
    • Permitting parking structures in both mixed use and public facilities zones;
    • Redesigning sidewalks and on-street parking to be continuous and aligned within the public right of way; and
    • Redesigning Camino del Mar to be a 2 lane roadway with roundabouts at key intersections.

The previously adopted Del Mar Plaza, Del Mar Hotel and Garden Del Mar Specific Plans are incorporated into the Village Specific Plan and the provisions of those specific plans shall continue to apply except as follows:

    • The previously approved Specific Plans may be amended in accordance with the amendment procedure included in the Village Specific Plan.
    • A 12,000 sq. ft. property located southeast of the intersection of Camino del Mar and 15th Street (APN 300-03-82) which was formerly included in the Del Mar Plaza Specific Plan will be subject to the provisions of the Village Specific Plan.

The voters approved the Downtown Initiative ("Measure B") on April 8, 1986. Measure B requires specific plans for properties in the downtown commercial area larger than 25,000 square feet or proposing more than 11,500 square feet of development to be approved by the voters. While the Specific Plan does not authorize any specific project, if approved by the voters, no separate specific plan or further Measure B vote will be required for developments that are designed, reviewed and implemented in accordance with the Specific Plan.
