A Balanced Budget

In this economy and the fact that our City is one of the four newest Cities in Riverside County which has lost over $14 million in Vechile License Fees (4 millon for Menifee) it is impairetive that we maintain a conservative and balaned budget with out dipping into the Reserves to make ends meet. We currently have reserve accounts that total approxmately 46%. We need to continue to increase our reserves or at the least maintain the current balance.

The Budget needs to contain more than adequate monies for police and fire for the City. These items should only be touched to increase the services not decrease the services. Be watchfully of hiring more employees than the City needs or can afford. Salaries, retirement funds, reimbursement funds, benefits etc need to be watched and kept at a minimun.

There should be an Ad Hoc finanical committee to review monthly the income and expenses of the City and make recommendations to the City Manager, CFO and the City Council on ways to increase items, elimate items and to maintain a balanced Budget at all times.

Just because we have a reserve fund that is stable and has started to increase is not a reason to spend money on items that are not needed, however, may be wanted by the Council members, staff or citizens. Conservative Budget will see us through this economic down trend and keep the City safe from bankruptcy.
