Joy's political philosophy grew from day to day contact with community members. Simply stated Joy works in an ethical manner to provide services to meet the needs of the community in an efficient, cost effective and informed manner. Her top priorities are fiscal responsibilty, openess,and personal ethics in all she does.Joy Neugebauer is dedicated to government that involves the community and served as a Member of Westminster City Council for 24 years. During that time Joy was honored as Westminster "Citizen of the Year", Chamber of Commerce "Ambassador of the Year", President of Soroptimist International of Westminster and as "Soroptimist Woman of Distinction", "American Businesswoman of the Year" by ABWA, received P.T.A."Honorary Service" and "Continuing Service" Awards, and as the Author of "Westminster Centennial, The First 100 Years". Joy served 15 years as Mother's March Chairman for Westminster in the fight against Polio and Birth Defects. Her favorite title " Queen of the Kitchen" was awarded by her husband and sons. |
