All of southern California is very dependent on imported water. Southern California water comes from two primary sources: northern California (State Water Project - SWP) or from the Colorado River (Colorado Water Project - CWP). There are instances, such as in northern Orange County, where there are substantial underground water basins that supply water; but even these basins are recharged to some degree from imported water.

The imported water supply is managed and allocated by Metropolitan Water District (MET). MET's service area ranges from northern Los Angeles to San Diego. MET really is a huge agency. The importance of MET in southern California is paramount. Quality directors from all regions are essential. MET has an excellent website. Its Board of Directors (comprised of 35 director positions) are appointed by the respective intermediary wholesale agencies within MET's service area.

What is an intermediary wholesale agency?

MET does a good job of delivering water, but is not geared to bill each individual retail water agency for the water it has provided. Thus regional intermediary agencies are formed to do the billing. This is what Municipal Water District of Orange County (MWDOC) does. In fact, MWDOC has two very essential functions: 1) bill the retail agencies for the water received from MET, and 2) appoint individuals from the MWDOC service area to serve on the MET Board of Directors. MWDOC has four positions it can appoint to the MET Board.

The MWDOC Board of Directors is comprised of seven individuals. Each individual represents a Division. MWDOC has other services it provides to the retail water agencies. MWDOC has excellent website which details all of this information and more.
