-- Hello my name is Fred Carr. I have lived in Mission Viejo of 11 years.

I am married and have 4 kids who attend public schools.

I have over 20 years' experience in top management and I am a certified business auditor. . I audit companies for quality and process, I help them increase efficiency and reduce costs. I look forward to work with the district and use my expertise in developing a long term plan for improvements for improvements and quality.

I want to cut expenses to prevent unnecessary rate increases; with my expertise I can do it. Transparency is important part of public office, therefore I support greater transparency for public access for accountability, any input from rate payers are important and should be welcomed.

I want to increase local water storage capacity, this is very important in times of emergency. We need to think ahead and be actively seeking new ways to increase our local storage problems We are using 15 to 20 percent reclaimed water. I want to partner with cities to encourage more usage of recycled water. We will have greener landscape without using our drinking water.

I like to look at new technologies to help water taste and increase quality of our drinking water. I also like to encourage water conservation by providing rebates to customers. Why can't we reward folks who save water?

In regards to Cadiz Project, I am not against buying water from private company, but I feel we are moving too fast to get this project started. I want to see exact costs for water and exact cost for storage of the water. As you have heard the residents around the Cadiz Valley are mostly against this project, I want the company to provide better communication and deliver on the concessions to them not just get the approval of the politicians.
