Smart Voter Political Philosophy for Robert Allen

Candidate for
Board Member; Santa Ana Unified School District

I am a financially responsible individual who has never incurred debt and does not own a credit card. Quite simply, I do not spend what I do not have.

I do not make financial decisions on impulse, I am beholden to no endorser; any decision I make as a School Board Member will not be influenced, but tempered with the following:

1. Will it help our student's succeed?

2. Will it benefit the community our Schools serve?

3. Has it been thoroughly vetted?

4. How much will it cost?

And after extensive research I cannot, in good faith support prop 30 or 38 for the following reasons:

In reality Prop 30 will likely be the band-aid fund for schools. There is nothing to stop the state from spending existing school funds on something else and replacing it with Prop 30 funds. In essence, a fungible funds accounting trick. While Prop 30 has potential to increase revenue indirectly via the existing Prop 98, the higher taxes proposed by Prop 30 could also negatively affect the economy and cause fluctuation with the general fund, potentially reducing the school budget. It's a pendulum I'd rather not put our Schools under.

Prop 38 has the same potential to affect the economy as Prop 30 and also proposes higher income taxes beginning with individuals making $7317 per year or more. Prop 38 will unabashedly give 30% of the revenue to the state to do with as it pleases. The rest would be tied up in a bureaucracy that would force schools to go through a complex process just to receive funds. There are too many dark corners in Prop 38 for fraud to hide.

As a Board Member for the Santa Ana School Board I will carry over the same fiscally conservative values I embrace in my daily life.
