A responsible budget, no reckless spending, open communications

There is much room for improved leadership on the CSD Board of Directors.
True fiscal responsibility is much more than simply balancing a budget.

Since 2010 there has been a $600,000 overall drop in district revenue. During that same time there has been an increase of over $130,000 for "legal services" which brings the total expense for CSD legal services to over $200,000 for FY 2012/13.

As recently as the October board meeting irresponsible spending continues as over $230,000 was approved to build a 4 stall restroom. That's over 50K per toilet.

This is not the direction the CSD budget should be going.

I will work to stop reckless spending. I will work to improve programs to increase both sports and non-sports Parks and Recreation revenue and I will ask for a complete review of our legal service needs.

I am opposed to tax or fee increases for both CC&R enforcement and Lighting and Landscape services.

The reality is beyond peer pressure tactics, the CSD has very limited CC&R enforcement powers and a tax increase isn't going to change that. I believe lighting and landscaping costs can be significantly reduced through more efficient district water use, and propose a goal of reducing usage by 20% over the next four years.

There have been numerous S.W.O.T. analysis (independent performance reviews) since 2008 and the most consistent shortcoming continues to be "poor communication". Communication is essential to the success of the board of directors. There is currently a no-talking policy between staff and the directors, which negated the communication needs for creativity, growth, and unity of our community leaders. I will maintain set office hours, and encourage fellow directors, the GM, staff, and all community members to meet in person and we can work together to find the solutions to the arising needs, problems, and concerns in an open positive and proactive environment.

I plan on working with the board and General Manager to review all CSD staffing requirements, consolidate or reorganize top heavy district departments, and fill critical vacancies in district staffing.

I support creation of 'play-all' play areas that are accessible to children of all abilities, I will work to add such a play area at select park sites.

I believe in increased partnerships with local non-profit, youth, and service oriented groups.
