Endorsement Issues (Cited in Position Papers) in Date Order

1. (1992) HR 4210 offered a few cents per day of "middle class" tax relief; along with a top bracket income tax rate increase from 31% to 36% that mostly hurt small businesses, which generate 2/3 of new jobs. HR 4210 passed by 211-189 (Boxer = YES, Halliwell = NO) on Roll Call #54 (with all but one Republican and 40 Democrats in opposition). However, this bill was vetoed by President George Herbert Walker Bush and this veto was sustained on Roll Call #55 (Boxer = YES, Halliwell = NO) with HR 4210 failing to achieve even a simple majority (211-215, where 52 Democrats and all but 1 Republican were opposed).

2. (1993) HR 2264 is President Clinton's massive tax increase which raised the top income tax rate from 31% to 39.6%, boosted the gasoline tax 4.3 cents per gallon, and provided for double taxation of 85% of Social Security benefits for income levels already getting back less than they paid in Social Security taxes (if they live the average number of years in retirement). On Roll Call #406 (218-216) all Republicans and 41 Democrats were opposed. (Woolsey = YES, Halliwell = NO)

3. (1993) HR 2518 Hyde Amendment limiting Medicaid abortion payments to situa-tions involving a threat to the life of the mother, forcible rape, or incest. (Woolsey = NO, Halliwell = YES) On Roll Call #309 (256-171) all but 16 Republicans voted YES and all but 99 Democrats voted NO.

4. (1993) HR 2401 Dellums Amendment to cancel further procurement of Trident D-5 submarine, which is no longer needed to maintain a credible (second-strike) nuclear retaliation capacity against the Soviet Union. (Woolsey = YES, Halliwell = YES) On Roll Call #415 (183-240) all but 31 Republicans voted NO and all but 101 Democrats voted YES.

5. (1994) HR 3600 Clinton-Gephardt plan for a federal takeover of health care in the United States. This plan was put together in secrecy and Congresswoman Lynn Woolsey helped to block all Republican amendments. (Woolsey = YES, Halliwell = NO)
6. (1995) HJRes 1 This Constitutional Amendment would prohibit total outlays from exceeding total receipts for a fiscal year, unless three-fifths of the members of each House of Congress provide by law for a specific excess of outlays over receipts by a roll call vote. Sets a permanent limit on the amount of the public debt. Prohibits an increase in such amount unless approved by a three-fifths majority in each House by roll call vote. (Woolsey = NO, Halliwell = YES) On Roll Call #51 (300-132) all but 2 Republicans voted YES and all but 72 Democrats voted NO.
7. (1995) HJRes 102 to reject a recommendation of the Base Closure Commission to eliminate wasteful military spending by closing bases having missions which have be-come obsolete or which can be better performed elsewhere. (Woolsey = YES, Halliwell = NO) Roll Call #647 (75-343) shows that all but 22 of 228 Republicans favored, along with all but 53 of 189 Democrats.

8. (1996) HR 3415 to repeal a 4.3 cent per gallon gas tax which was going into the general fund instead of the highway trust fund (thus siphoning off purchasing power and delaying measures to deal with highway congestion in the North Bay Area). (Woolsey = NO, Halliwell = YES) Roll Call #182 (301-108) shows that all but 15 Republicans favored, along with 92 Democrats.

9. (1996) HR 3396 Defense of Marriage Act lets states apply their own laws limiting marriage to one man and one woman for the purpose of state entitlements, even if a same-sex marriage was performed elsewhere. (Woolsey = NO, Halliwell = YES) Roll Call #316 (342-67) shows all but 1 Republican in favor and all but 65 Democrats in favor.

10. (1998) S 1502 provides vouchers worth up to $3,200 to 2,000 lower-income families. This pilot allows disadvantaged students to have the same educational choices as higher-income families able to buy their way out of failing schools in the District of Columbia. (Woolsey & Thompson = NO, Halliwell = YES) Roll Call #119 (214-206) sows all but 13 Republicans in favor and all but 6 Democrats opposed.

11. (1998) HR 1428 Voter Eligibility Verification Act to provide a voluntary pilot program to test the use of federal data on citizenship by states seeking this assistance. (Woolsey & Thompson = NO, Halliwell = YES) Roll Call #17 (210-200) shows all but 13 Republicans in favor and all but 7 Democrats opposed.

12. (1999) HR1569 to prohibit deployment of U.S. troops into Kosovo without prior congressional authorization. (Because of Russian support for the territorial integrity of Serbia in the Security Council, there was also no U.N. support for President Clinton's military intervention in Kosovo.) (Woolsey = NO, Thompson = YES, Halliwell = YES) Roll Call# 100 (249-180) shows 203 Republicans and 45 Democrats in favor.

13. (1999) SConRes 21 Authorizing the President of the United States to Conduct Military Air Operations and Missile Strikes Against the Federal Republic of Yugoslavia (Serbia and Montenegro). (Thompson = YES, Woolsey = NO, Halliwell = NO) Roll Call #103 (213-213) shows 181 Democrats in favor and 187 Republicans opposed.

14. (2001) HR 6 (Marriage Penalty and Family Tax Relief) doubles the child tax credit and allows married couples to pay taxes no higher than would be owed if they were single people filing separately. (Woolsey & Thompson = NO, Halliwell = YES) Roll Call #75 (282-144) shows all Republicans and 64 Democrats in favor.

15. (2001) AB 632 was a congressional gerrymander facilitated by Congresswoman Lynn Woolsey and her Democrat colleagues. The lack of political evenhandedness in this plan made it the antithesis of the prior court-ordered plan, which had reflected criteria set forth in S 7 (1993). (Woolsey & Thompson = YES, Halliwell = NO).

16. (2002) HR 4664 Woolsey Amendment to shift $35 million of National Science Foundation funds into GMO research (while Woolsey couldn't get $1 million for state-of-the-art mammography for Marin General Hospital). (Woolsey & Thompson = YES, Halliwell = NO) Roll Call #211 (165-259) shows all but 1 Republican opposed, along with 42 Democrats.

17. (2004) HR 4181 to permanently extend an increase in the standard deduction and broaden the 15-percent tax rate bracket for married couples filing joint returns. (Woolsey & Thompson = NO, Halliwell = YES) Roll Call #138 (323-95) shows all Republicans and 95 Democrats in favor.

18. (2004) HR 4275 to permanently extend the 10-percent individual tax rate bracket at the lowest income levels. This replaces the bottom part of the 15% income tax bracket. (Woolsey & Thompson = NO, Halliwell = YES) Roll Call #170 (344-76) shows all but one Republicans and all but 75 Democrats in favor.

19. (2005) HR6 Markey Amendment to protect the Arctic National Wildlife Reserve from oil drilling (thereby safeguarding wildlife and preserving the petroleum under ANWR until it is even more valuable in the future). (Woolsey & Thompson = YES, Halliwell = YES) Roll Call #122 (200-231) shows all but 29 Republicans opposed and all but 30 Democrats in favor.

20. (2005) HR 1815 Woolsey Amendment to the National Defense Authorization: the only way to support our troops is to bring them home and our best way of helping the Iraqi people is to immediately leave their country. (Woolsey & Thompson = YES Halliwell = NO) Roll Call #220 (128-300) shows all but 5 Republicans opposed and all but 79 Democrats in favor. After her amendment lost Woolsey opposed final passage. (Woolsey = NO, Thompson = YES Halliwell = YES) Roll Call #222 shows all but 2 Republicans and all but 37 Democrats in favor.

21. (2005) HR 5 extends California's $250,000 limit on subjective "pain and suffering" malpractice awards to the nation (to reduce the need for the "defensive medicine" that protects doctors rather than patients). (Woolsey & Thompson = NO, Halliwell = YES) Roll Call #449 (230-194) shows all but 9 Republicans in favor and all but 14 Democrats opposed.

22. (2005) Proposition M on Sonoma County's November 8, 2005 sought to preclude use in Sonoma County of genetically modified organisms in cattle feed or any other GMO product (without the unanimous approval of the Board of Supervisors). (Woolsey = YES, Halliwell = NO)

23. (2005) HR 4437 Goodlatte Amendment to Immigration Control Act to eliminate a Visa lottery whereby 50,000 persons without family ties or other qualifications go to the head of the immigration line each year. (Woolsey = NO, Thompson = YES, Halliwell = YES) Roll Call #653 (273-148) shows all but 6 Republicans in favor and all but 57 Democrats opposed.

24. (2006) HR 9 to extend the Voting Rights Act of 1965, which was due to expire in 2007, to protect the voting power of ethnic minorities from dilution by procedures used to conduct elections. (Woolsey & Thompson = YES, Halliwell = YES) Roll Call #374 (390-33) shows all Democrats and all but 33 Republicans in favor.

25. (2006) HR 5682 Motion to Recommit with instructions to require India to assist in denying nuclear weapons to Iran, as a condition for U.S. help in enlargement of India's nuclear power industry. (Woolsey & Thompson = NO, Hallliwell = YES) Roll Call #410 (192-235) shows all but 22 Republicans opposed and all but 29 Democrats in favor.

26. (2006) HR 4844 (Federal Election Integrity Act) would require presentation of a government-issued photo ID to vote in federal elections (after a two-year period to facilitate issuance of free ID's to citizens who could not afford them), to reduce the participation of illegal aliens in elections. (Woolsey & Thompson = NO, Halliwell = YES) Roll Call # 459 (228-196) shows all but 3 Republicans in favor and all but 4 Democrats opposed.

27. (2006) HR 6094 Community Protection from Illegal Immigrant Gangs allows prompt deportation of illegal entrants who are members of violent gangs, without having to wait for them to commit crimes in this country. (Woolsey = NO, Thompson = YES, Halliwell = YES) Roll Call # 465 (328-95) shows all but 4 Republicans in favor and 91 Democrats opposed.

28. (2006) HR 6095 bolstered border security by providing for more effective prosecution of alien smugglers. (Woolsey = NO, Thompson = YES; Halliwell = YES)

29. (2007) HR 547 Dent Amendment to promote production of bio-based fuels to relieve America's dependence on foreign oil, and reduce our environmental footprint, improve air quality, and lower greenhouse gas emissions. (Woolsey & Thompson = NO, Halliwell = YES) Roll Call # 84 (226-201) shows all but 8 Republicans in favor and all but 38 Democrats opposed.

30. (2007) HR 800 McKeon Substitute would insure that every employee has the right to vote secretly on whether a union supported by signed cards of 50% of a company's employees become his or her bargaining agent. (Woolsey & Thompson = NO, Halliwell = YES) Roll Call # 117 (202-225) shows all but 8 Republicans in favor and all but 13 Democrats opposed.

31. (2007) HR 2237 calling for immediate redeployment of U.S. Armed Forces and defense contractors from Iraq and cutting off all funds to continue our support for democracy in Iraq. (Woolsey & Thompson = YES, Halliwell = NO) Roll Call #330 (171-255) shows all but 2 Republicans opposed and all but 59 Democrats in favor.

32. (2007) HR676 is Congressman John Conyers' bill (cosponsored by Congresswoman Lynn Woolsey) which calls for a single payer national health insurance system. It was reintroduced in 2011 (also as HR 676) This "one size fits all" approach would doom patients whose hard-to-treat medical conditions require innovative therapies. (Woolsey = YES, Halliwell = NO) Mike Thompson is not among the co-sponsors of John Conyers' single payer bill.

33. (2007) HR 1275 is Congressman Howard Berman's bill (cosponsored by Con-gresswoman Lynn Woolsey) to amend the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to allow alien students who are long-term United States residents to be exempted from higher public college tuition rates applicable to American citizens from other states. (Woolsey = YES, Halliwell = NO) Mike Thompson is not among the co-sponsors of Howard Berman's Immigrant Tuition Preference bill.

34. (2008) HR 2634 to limit cancellation of debts owed to the U.S. and international agencies to those low-income countries which have governments chosen by free elections and continuing to permit free elections. (Woolsey = NO, Thompson = YES, Halliwell = YES) Roll Call #197 (382-41) shows 186 Democrats and all Republicans in favor.

35. (2008) Proposition 4 on California's general election ballot requires that except in abusive home situations, a girl under age 18 must notify a parent of her pregnancy before a physician is allowed to perform an abortion. This allows potential grandparents an opportunity to indicate their willingness to help raise the child before it is too late. Both Woolsey and Halliwell agree that a judicial bypass should be available for hardship situations, but in normal family situations Woolsey would still not require notification. (Woolsey = NO, Halliwell = YES) This issue will appear again on the November 2012 general election ballot (proposition number not yet determined).

36. (2008) Proposition 8 on California's general election ballot restored California's definition of marriage as consisting of a union of one man and one woman, which has been found, by the California Supreme Court to be in violation of State Constitutional guarantees of equal protection of the law. (Woolsey = NO, Halliwell = YES) This issue is now involved in an appeal from a Ninth Circuit Ruling declaring that limiting marriage to one man and one woman is unconstitutional under the Equal Protection Clause of the Fourteenth Amendment.

37. (2009) HR 1 Stimulus Package which increases deficit by about $700 billion, which was to be used for "shovel ready" construction projects and other initiatives such as the Solyndra Project to manufacture solar power collection devices. (Woolsey & Thompson = YES, Halliwell = NO) Roll Call #70 (246-183) All Republicans voted NO and all but 7 Democrats voted YES,

38. (2009) HR 3962 Stupak Amendment to Affordable Care Act to require abortion insurance to be purchased separately, to prevent cost-shifting which operates to put the state on the side of ending an unborn child's life. Subsidizing pregnancy termination often results in abortions which the woman later regrets. (Woolsey & Thompson = NO, Halliwell = YES) Roll Call #884 (240-194) shows all Republicans and 64 Democrats in favor.

39. (2010) HR 3590 Senate version of Affordable Care Act (12/24/09 vote #396) which incorporates the Cornhusker Kickback (exemption for Nebraska from higher Medicaid tax imposed on other states) Louisiana Purchase (reduced Medicaid tax burden for Sen. Mary Landrieu's state), special Medicare Advantage preservation in Florida (to win Sen. Bill Nelson's vote), etc., to do an "end run" around the results of the Massachusetts January 19, 2010 special Senate election, (which was won by Republican Scott Brown). The concept here was to reap the benefits of these various bribes, and then repeal these single-state goodies after President Obama had signed HR 3590. (Woolsey & Thompson = YES, Halliwell = NO) Roll Call #165 (219-212) shows all Republicans and 34 Democrats opposed.

40. (2010) Proposition 19 Legalization and taxation of marijuana, treating it similarly to alcohol. Rejected by four northern counties in 2nd CD (including Emerald Triangle marijuana growing area), but supported by two southern 2nd CD counties. (Woolsey = YES, Halliwell = NO)

41. (2011) HR 2 This Repeal of the Affordable Care Act cancels a requirement criminalizing refusal to purchase health insurance whose coverage is dictated by the Secretary of Health and Human Services. Eliminates a huge cost shift to state government via required expansion of Medicaid programs, which threatens to force cuts in support for public higher education and other vital state programs. Ends an insurance rule which forces young people to subsidize the health care costs of much more affluent age groups. (Woolsey & Thompson = NO, Halliwell = YES) Roll Call #14 (245-189) shows all Republicans and 3 Democrats in favor.

42. (2011) HR 839 This HAMP Termination Act put an end to a program which did little more than create false hope, and contributed to a long-term increase in foreclosures. Most of the funds were used up in "paper shuffling" as vast numbers of people were encouraged to apply, whose incomes were much to low to afford the price they paid for their homes. (Woolsey = NO, Thompson = YES, Halliwell = YES) Roll Call #198 (252-170) shows all but 2 Republicans in favor and all but 18 Democrats opposed.

43. (2011) HR 1540 Authorizes appropriations for fiscal year 2012 for military activities of the Department of Defense and for military construction, to prescribe military personnel strengths for fiscal year 2012. (Woolsey & Thompson = NO, Halliwell = YES) Roll Call #375 (322-96) shows 97% of Republicans and a majority of Democrats voted in favor.

44. (2011) HR2354 This bill provides $6 billion for energy efficiency programs, renewable energy development and environmental clean-up efforts. Strengthens levees where confluence of rivers pose the greatest danger of flooding. Flood control projects help to preserve topsoil necessary for a renewable timber industry and to protect tourist attractions. Would help to protection of harbors like Eureka Bay from being clogged with silt. (Woolsey & Thompson = NO, Halliwell = YES) Roll Call #600 (219-196) shows all but 21 Republicans in favor and all but 10 Democrats opposed.

45. (2011) HR 2218 Empowering Parents through Quality Charter Schools Act authorizes $1.8 billion in grants in six equal annual appropriations to develop innovations which improve educational results in ways which can be applied generally in regular public schools, with special emphasis on students with disabilities and language barriers. (Roll Call #705, Woolsey & Thompson =YES, Halliwell = YES)

46. (2011) HJRes 77 Disapproves and seeks to block President Obama's $1 Trillion increase in the National Debt. (Woolsey & Thompson = NO, Halliwell = YES) Roll Call #706 (232-186) shows all but 5 Republicans in favor and all but 4 Democrats opposed.

47. (2011) HR 358 Amends the Patient Protection and Affordable Care Act to curtail Federal insurance policy rules requiring payment for abortions, not involving rape, incest or a threat to the mother's life. (Woolsey & Thompson = NO, Halliwell = YES) Roll Call #789 (251-172) shows all but 2 Republicans in favor, and all but 15 Democrats opposed.

48. (2011) HR 3630 Democrats motion to finance "payroll tax holiday" with a surtax on incomes over $1 million, while giving workers retirement credit for Social Security contributions not made. Would have the effect of paying current Social Security benefits with bonds paid for by "quantitative easing" whereby "printing press money" takes the place of normal borrowing. (Woolsey & Thompson = YES, Halliwell = No) Roll Call #922 (183-244) shows all Republicans opposed and all but 6 Democrats in favor.

49. (2011) HRes 501 This resolution supports protecting the Social Security Trust Fund, whose solvency would otherwise be diminished as result of the payroll tax holiday, with a freeze on congressional salaries and other Federal employee pay. Assures access to physicians by Medicare patients by eliminating a 27% cut in reimbursement rates for two years. By mandating approval of the Keystone XL pipeline, creates 20,000 jobs and reduces gasoline costs. (Halliwell = YES Woolsey & Thompson DID NOT VOTE) Roll Call #949 (226-185) shows 226 Republicans in favor, 177 Democrats opposed.

50. (2012) HR 3408 Protecting Investment in Oil Shale the Next Generation of Environmental, Energy, and Resource Security Act. Supports Keystone XL Pipeline Linking Cana-dian oil sands production areas with American refineries. (Woolsey & Thompson = NO, Halliwell = YES) Roll Call #71 (237-187) All but 21 Republicans voted YES, all but 21 Democrats voted NO.

51. (2012) HR 9 Provides a 20% tax cut for the sector of the economy responsible for most recent employment growth, small businesses with fewer than 500 employees. (Woolsey & Thompson = NO, Halliwell = YES) Roll Call #177 (235-173) All but 10 Republicans voted YES, all but 18 Democrats voted NO.

52. (2012) HR 4628 Maintains Stafford Student Loan interest rate at 3.4%, canceling the increase to 6.8% set for July 1, 2012 by eliminating funds allocated for distribution by the Secretary of Health and Human Services, outside normal appropriations processes. This special fund was established by the Affordable Care Act. (Woolsey & Thompson = NO, Halliwell = YES) Roll Call #195 (215-195) All but 30 Republicans voted YES and all but 13 Democrats voted NO.

53. (2012) Rohrabacher Amendment to HR 5326 Bars use of funds in Departments of Commerce and Justice appropriation bill to prevent California and 16 other states from implementing their state laws that authorize cultivation and use of medical marijuana. (Woolsey & Thompson = YES, Halliwell = YES) Roll Call #238 (163-262) All but 28 Republicans voted NO and all but 50 Democrats voted YES.
