By James E "Jim" Butler

Candidate for Mayor; City of Stockton

Provide a Sweat Equity program for Citizens to Purchase homes.
Utilizing some of the funds from the Public/Private partnership we will reinvest in our Citizens by assisting those who want to be home owners to become home owners. We have citizens that are have been paying rent for many years but either have lost their savings or have been unable to accumulate the funds to purchase a home. I propose the City re-invest in it citizens by purchasing homes and reselling them to new homeowners. The citizens will be required to preform some labor in bring the home up to standards. They will be required to maintain the home and yards at a certain level, they will have to live in the home TEN years prior to selling the home. If any crime (to be determined) comes from the home in the TEN years(due to the home owner or someone living in the home) they will surrender the home back to the City. This program will increase the property value and help in keeping neighborhood crime down.
