Comprehensive Pension Reform: Carl has been the leading advocate for reforming the city's excessive pensions. Carl worked to craft the Comprehensive Pension Reform initiative, Prop B, for the June 2012 election, which will stop abuses that are driving San Diego's ongoing fiscal crisis.

Fixing Streets and Infrastructure: While bloated pensions and wasteful management practices have consumed more and more of the city's budget, our infrastructure has fallen into disrepair. Carl's top priority is to restore the basic services city government should provide taxpayers, starting with proper maintenance of our streets and roads.

Balanced Budgets, Better Services: Carl believes that we must rethink how city government works through competition and other common-sense reforms will save the city millions and result in better quality service. He refuses to back down to the city's change-resistant public employee unions.
