To offset state budget cuts and maintain/restore essential services, such as: neighborhood police patrols/firefighter staffing; at-risk youth programs, gang/drug suppression and enforcement; improving 911 emergency medical response times; preventing floods through levee repair; and other vital city services, shall the City of Santa Maria enact a ¼-cent sales tax that can't be taken by the State, expiring in nine years, requiring taxpayer oversight, annual independent audits, with all funds used locally in Santa Maria?

The Santa Maria City Council has placed Measure U2012 on the ballot to ask the voters of Santa Maria if the City should enact a one-quarter (1/4) cent sales tax for nine years. The sales tax is also referred to as a transactions and use tax. If approved by a majority of the voters, the one-quarter (1/4) cent sales tax would become operative on October 1, 2012. The proposed increased City of Santa Maria sales tax would be collected at the same time and in the same manner as existing sales taxes. The proposed increased sales tax would expire on December 31, 2021.

As a general local tax approved by the voters of Santa Maria, Measure U2012's revenue must be placed in the City's general fund and used for general governmental purposes, including funding essential services. The State cannot take the revenue from Measure U2012 for its own use. General governmental purposes include: neighborhood police patrols/firefighter staffing; at-risk youth programs; gang/drug suppression and enforcement; improving 911 emergency medical response times; preventing floods through levee repair; code compliance services; library services; park and sports field maintenance; support services; and other general functions and services.

Measure U2012 would require the City to conduct annual independent audits, by no later than December 31st of each year. The audit would include the revenue raised and expended by this tax for the prior fiscal year. In addition, Measure U2012 requires the Santa Maria City Council to establish a Citizens Oversight Committee to review and report on the revenue and expenditure of the funds from this tax. The annual independent audit would be provided to the Citizens Oversight Committee for their review. The Committee would consist of not more than five residents of the City to be appointed by the City Council. The terms of the Committee members and their specific duties would be established by resolution of the City Council. City employees, consultants and vendors are prohibited from serving as members of the Citizens Oversight Committee.

Vote YES on U2012 -- to protect, maintain, and restore Santa Maria's essential services and protect our community against continuing unfair raids by the politicians in Sacramento!

Raids by the State have dramatically reduced funding available for our local services. Sacramento politicians have already seized $28.5 million of Santa Maria's money and just recently took another $1.3 million in annual revenue, putting our essential services -- such as police and fire-- at risk.

Santa Maria faces a severe fiscal crisis. We've had no choice but to reduce services levels and eliminate or not fund 68 service providers - including police and fire + at a time when fire service calls have increased 80% and gang/drug activity has escalated!

Yes on U2012 hires additional firefighters to get Fire Station #5 operational as soon as possible, improving 9-1-1 response times and saving lives! Yes on U2012 also:

  • Enables our rapid police and fire 9-1-1 emergency response times
  • Maintains our neighborhood police patrols
  • Allows our Police Department to restore Gang Suppression Unit Officers
  • Helps prevent flooding by completing levee repairs
  • Assists in maintaining other essential City services

Measure U2012 funds will be legally required to stay in Santa Maria and by law, cannot be taken by Sacramento, providing protected and reliable locally controlled funds for local services.

Yes on U2012 includes strong fiscal accountability protections, such as annual, independent financial audits and an Independent Citizens Oversight Committee that will monitor spending to ensure money is spent appropriately. Measure U2012 doesn't apply to food purchased as groceries or prescription medicine + only on taxable goods. Yes on U2012 expires in nine years.
