Katie is a life long resident of Marin. She graduated from Tamalpais High School in 1978 and received degrees in Liberal Studies and English from Sonoma State University. She is also a graduate of the Marin Environmental Forum.

Katie raised her three children in San Anselmo, and has spent the last 17 years working on community causes. She co-founded and served as chair of YES: The Ross Valley Schools Foundation, where she brought parents from San Anselmo, Fairfax, and Sleepy Hollow together to fundraise collectively and ensure art, music, and other enrichment programs remained in place for all children of the Ross Valley School District. The foundation currently raises nearly $1 million per year. Katie also served on the Ross Valley Schools Strategic Planning Task Force and the Ross Valley Community for Schools Board of Directors.

From 2004 through 2011 Katie served as an aide to Supervisor Hal Brown, and as his key advisor on public safety, transportation, and environmental policy initiatives. Among the many programs and projects she was involved in are: the Ross Valley Watershed and Flood Protection Program, Ross Valley Regional Flood Warming System, County of Marin Green Commute Program, and the Ride and Roll Student Transit Program.

In 2011 she was appointed by Governor Jerry Brown to complete the term of Supervisor Hal Brown, who retired after 29 years in office.
