Shall Ordinance No. 144 of the Brooktrails Township Community Services District, amending Ordinance Nos. 29 and 126 and increasing the Special Tax for Fire Protection and Prevention commencing with the Fiscal Year beginning July 1, 2012, be approved?

Impartial Analysis
Pursuant to Government Code Section 53978 the Brooktrails Township Community Services District has adopted an ordinance imposing a special tax increase upon the following class of improvements or use as described below and set forth in Ordinance No. 144:

Class of Improvements or Use Annual Tax

Single Family Residence $100 Duplex $150 Triplex $200 Fourplex $250 Multiplex other $275 Commercial use $300 Hotel-Motel $300 Vacant Parcels $100

A two-thirds (2/3) vote is required for the approval of the increase in special tax prior to becoming effective. The revenue generated by the special tax is to be used for a comprehensive fire prevention program, operations, capital improvements, and reserves.

The tax will take effect upon approval by the voters and will be reflected on the Secured Property Tax bill beginning with those issued for Fiscal Year 2012-2013.

A "YES" vote will authorize the increase of the special tax for each class of improvement or use as depicted in Ordinance No.
144.

A "NO" vote will disallow the special tax increase.

Arguments For Measure E Arguments Against Measure E
The Brooktrails Fire Department can no longer function at our current tax. We have been dependent on the Brooktrails Community Services District's General Fund to support us. In our current budget we have no reserve funds or capital improvement funds to replace outdated or unsafe equipment. For homeowners, this means our ISO fire insurance rating could be jeopardized, threatening their ability to get or afford fire insurance. This new fire tax adjustment will allow the Fire Department and its first responders to be self-sufficient now and in the foreseeable future.

Your fire tax dollars will go directly to the Fire Department and CANNOT be used by other Community Services District funds or projects. The new tax rate adjustment will allow your first responders the ability to replace old, outdated and unsafe equipment and purchase much-needed medical supplies and additional training. This new tax adjustment will allow the Fire Department the ability to add 10 new volunteer firefighters.
