It is my determined purpose to instill in state goverment the practice of purdent stewardship of our public funds and of all public resources.

In the final analysis, the most pure function of government is to allocate limited resources among unlimited demands, in as fair and just a manner as possible, to address the the individual and community problems that are too large or too complicated to be addressed in any other way.
