Shall section 1001. Competitive Bids Required. Of the Borough of Whitehall Home Rule Charter be amended to read as follows?

All contracts in excess of Five Thousand Dollars ($5,000), except those contracts which are exempt from competitive bidding under the terms of this charter shall be entered into only with the party submitting the best responsible bid after competitive bidding.

Summary:
If this question is approved by a majority of those voting, the Whitehall Home Rule Charter shall be amended to increase the requirement for competitive bidding from One Thousand Dollars ($1,000) to Five Thousand Dollars ($5,000), except for contracts legally exempt from competitive bidding.
