? 1. What services do you believe should be considered basic and essential for the Village?

Answer from David Schmid:

Services that maintain and protect the current quality of life and unique character of Glendale. These include our safety services: police, fire, and emergency medical; Village infrastructure: streets, water, and sanitary (refuse and waste water); and strong policy and ordinance which protect property values and maintain our National Historic Landmark designation.

? 2. How would you balance the Village Budget?

Answer from David Schmid:

Glendale's revenue stream is decreasing, primarily due to the housing market's effect on property values, and elimination of the State inheritance tax in 2013. Glendale needs to adjust spending to accommodate this reduced revenue, and live within our means.

The approach I propose is to: Ensure non discretionary spending is limited to the necessary and sufficient, and that Glendale is getting the best possible value for every tax dollar spent. Agree with council on clear principles by which any discretionary spending will be prioritized. Carefully consider elimination of discretionary spending, as needed, to balance the budget.

In addition to elimination of some discretionary spending, some current services may need to be scaled back to help meet our budget. For instance, backyard refuse pickup costs Glendale about $100,000/year. Possible elimination of that, or other current services need to be considered to bring us to a balanced budget.

? 3. What actions will you take to support clean air?

Answer from David Schmid:

This is not on my short term priority list. That said, I will support Glendale's continuing efforts to protect our green space and tree canopy. I do support Village sponsored annual tree sales through local nurseries.
