I am a 57 year resident of San Carlos and have attended local schools. I am married to Ernestine, a retired elementary school teacher who taught in the San Carlos, Redwood City and Ravenswood School Districts. We have raised three children, all of whom attended local schools.

After high school, I worked for the San Carlos Post Office until drafted into the Army. I served as an infantryman in Vietnam and was the recipient of the Bronze Star Medal. Upon completing my tour of duty, I returned to work at the post office while obtaining a college education.

Having earned a Business Administration Degree in Accounting at Golden Gate University, I worked for a public accounting firm and then was an auditor for the California Public Utilities Commission (Commission) where I passed the Certified Public Accountant (CPA) exam and earned my CPA certificate. I also testified as an expert financial witness during the thirteen years I was an auditor. From 1983 to 1987 I was a member of a major credit union financial committee. I then became an Administrative Law Judge at the Commission presiding for 24 years over public utility and affiliated companies financial matters including acquisitions, mergers, rates, return on investments, and approval of debt and equity issuances up to $4 billion.

I have served the citizens of San Carlos as an elected City Treasurer for 24 years (six four year terms) during which time I earned a Certified Municipal Treasurer certificate. I keep current on financial matters in this ever-changing financial environment by taking a minimum of 20 hours of continuining financial education yearly at no cost to the city.
