"Awash in Paper"

The City Clerk's office is not responsible for every piece of paper produced at City Hall.
There is a proposal to reduce the amount of paper produced at city hall. The City Clerk's office is only responsible for a small portion of paper that is produced at City Hall, and the reduction of paper has taken place since I was elected in 2002. If this proposal refers to City Council packets, I would be happy to implement this. But this would need to be directed by the City Council, would need an allocation of funds in order to accomplish, and would have to involve the Technology Department.

Other cities have implemented paperless packets, and it requires the purchase of IPads or other similar devices for City Councilmembers. The city is in the midst of implementation of a multi-year technology plan. If the City Council would like to redirect resources to accomplish this proposal, the Council needs to make that decision. As city clerk, I am not in a position to unilaterally implement something like this. Not all Councilmembers embrace this proposal. This discussion would be best accomplished at the City Council level. Keep in mind that I manage a documents management program and I have been backscanning documents for several years. During an interview with a newspaper, this effort was declared this to be a "waste of time". Mixed message? You be the judge.
