Smart Voter Political Philosophy for Bob Brower

Candidate for
Board Member; Monterey Peninsula Water Management District; Division 5

I am requesting your endorsement, support and vote for re-election as your District 5 - Monterey Peninsula Water Management District, Director.

Water challenges continue to be the most significant issue in our area. We have until 2016 to solve our illegal water diversions from the Carmel River and overdraft of the Seaside basin until State regulatory action will force the reduction of our water to 35 gallons per person per day.

When you elected me four years ago I recognized the Water District had no committee to solve water supply issues. I authored the committee and have continuously served as Chair in support of the following supply positions for our district:

Water Project #1 is 95% complete and fully functioning.

Water Project #2 is 50 % complete and should be finished in 2012. Both of these "solution based" projects could potentially supply up to 5,326 a/f of excess water flow from the Carmel River.

A smaller DeSal supply project that will supplement the area`s water supply. Currently a site at NPS is under consideration for this plant, the size of this plant would be a reasonable 2,000 a/f of water annually.

3. Ground water replenishment supply from the Marina MRWPCA plant - Supply purified wastewater to the Seaside Basin as a recharge of the over drafted basin. This will help eliminate potential saltwater intrusion and provide a future supply of reusable water. This could provide 2,700 a/f annually.

4.Improvements must be made at the Las Padres dam for improved fish passage and increased storage.

5.My opponent seeks further studies and supports the notion that buying Cal-Am would somehow increase our water supply. The time for studies and inaction is over. We can`t study our way out of this potential crisis, wemust use all of our available resources to build projects that offer us a legal, sustainable and affordable water supply.

I have proven leadership qualities and management skills as a Director. I have had a long history of community service on the Monterey Peninsula.

In 1984, the Directors of the Hospice of the Monterey Peninsula requested I become a member of the Board. Soon afterwards, I became Chair.

I participated in the expansion and relocation of the Hospice to the Old Capital Tract in Monterey. I was appointed by the Board of Supervisors to the Monterey County Workforce Investment Board and served 8 years as the Chairperson. In addition, I serve as a Trustee of the Monterey Wine Education foundation.
