Candidate for
Member, City Council; City of Duarte

I moved to Duarte in 1985 because my wife and I believed it would be an excellent place to raise our three children. I decided to run for City Council in 1987 because I felt I could make a positive contribution to the community. I have been re-elected by the people of Duarte every four years since, and have served as Mayor four times (in '90, '97, '03, and '09).

In my time on the City Council I have worked hard to serve the people of Duarte by promoting Duarte's interests in transportation, community services, and environmental protection. I have collaborated with my fellow councilmembers to:

  • develop programs that benefit our youth and families;
  • create new parks and access to open space;
  • improve the safety, function, and aesthetics of our streets;
  • maintain public safety;
  • attract new jobs and businesses to the community;
  • foster the development of affordable housing; and
  • preserve our foothills for future generations.

FUNDING THE DUARTE TEEN CENTER In 1990, Los Angeles County placed a measure on the ballot to fund parks in select areas of the county that would have imposed a countywide tax. I was an opponent of this measure because it did not provide for an equitable distribution of funds throughout Los Angeles County. In 1992, I represented the Los Angeles County Division of the League of California Cities to revamp this measure. As a result, the 1992 Los Angeles Park and Recreation Act passed with over 60% of the vote and included funding for the Duarte Teen Center.

TRANSPORTATION In 1993 I was appointed as the San Gabriel Valley's representative on the newly-formed Los Angeles County Metropolitan Transportation Authority and I continue to serve on the Metro Board today. My interest and subsequent involvement in transportation issues has provided Duarte with a key opportunity to be heard within the sphere of county-wide transportation policy-making. No other candidate for City Council has this unique experience. As a result of my efforts, our community has benefitted from a wealth of local transit initiatives. Recently, construction was completed on our new sound walls, and the Gold Line will be arriving shortly to carry Duarte residents to destinations all over Southern California. I have championed these projects and many others which have contributed to increase mobility and decrease congestion throughout the entire San Gabriel Valley.

My leadership roles in the field of transportation include the following:

  • I chair the San Gabriel Valley Council of Governments Transportation Committee.
  • I have represented 30 San Gabriel Valley cities as a Director to the Los Angeles County Metropolitan Transportation Authority (MTA) since its inception in 1993. During the 2001-2002 fiscal year I served as the MTA Board Chair and am currently a member of the Finance Committee and the Operations Committee.
  • I also represent MTA on the Foothills Extension Construction Authority Board. The Foothills Extension Construction Authority will build the Gold Line through Duarte to Azusa with an opening date projected for 2014. PROFESSIONAL EXPERIENCE In addition to my public service experience, I have worked 30 years with Southern California Edison and currently serve as a Project Manager in the Customer Energy Efficiency and Solar Division. I am a graduate of Whittier College with a B.A. in Business Administration.
