Review all Expenses and Contracts

Ask vendors for a reduction in their contract
An in depth review should begin of all long and short term contracts and financial obligations which includes current needs and justification and any long term obligations not yet explored such as pensions and employee contracts.

The state gives a portion of gasoline taxes to cities for street repair. What is the accounting of these funds? Other funds are set aside for municipal lighting (I believe that the Edison company keeps these funds for us), and, again, an accounting of these funds is necessary.

Have employee pensions been fully funded? Does a deficit exist?

Are the current vendors operating with a valid contract? If not, then a contract should be renegotiated, with a result of a ten percent reduction.

Measures like these are necessary until the entire finincial records of the city are justified.
