Shall Section 10.02 CIVIL SERVICE COMMISSION of the Charter of North College Hill be amended to add the following? When an opening arises in the positions of Police Chief, Fire Chief or Public Works Director, the position should be open for application to all qualified candidates whether they are now employed in those departments by the City of North College Hill or whether they are from outside the City and not currently employed by North College Hill in those departments.
