SLO citizens are being confronted by an ever growing presence of the homeless and unemployed. Police and law enforcement are faced with responding to increasing complaints of homeless vandalism and confrontation by aggressive panhandlers. Citizens are realizing that, all too often, the generous hospitality of the city is being disregarded by this itinerant population. |
