Water, Water Everywhere

By Mark L. Stebbins

WATER PRICING MUST BE SHARED EQUALLY AND DISTRIBUTED FAIRLY
The wise use of water is our number one priority. As a director for Stockton East Water District I will implement water use policies to benefit all of the people in the district. I will lead the discussion on the planned uses of water for recreation, for human consumption, for agricultural production and for waste removal.

Promoting purification of existing water supplies is necessary for us to protect the supplies we currently enjoy. We must continue to press implementation of de-salinizing sea water for coastal areas and the treatment of brackish water for its reuse in the Central Valley. It is important that we match quality to water use, and urban development should provide different water qualities for differing uses. For example, high salinity is undesirable for plant irrigation but may actually be beneficial for washing clothes. Water systems in development must accommodate delivery of various quality water.

Finally, we must institute fairness in water pricing. Currently, in the Stockton urban area, customers of the California Water Service co. (South and Central Stockton) pay 40 percent more for their water than do customers of the Stockton Municipal water system. There is no justification for this inequality. Water is basic to life; a vote for inequality in a democracy is meaningless.
