Elaine Zamora received her BA from the University of California at Berkeley and her JD from Loyola School of Law Los Angeles. She was a workersˇ¦ compensation practitioner since 1982.

Since 1996, she was a founding and managing partner of the Law Offices of Zamora & Wynn, located on Jones near Golden Gate, specializing in the representation of injured workers. Ms. Zamora was a member of the Mexican American Bar Association. She is a Certified Workersˇ¦ Compensation Specialist who retired in June 2006 after 24 years of law practice.

As a member of NOMNIC (North of Market Neighborhood Improvement Corporation), she introduced the idea of the formation of a Community Benefit District to enhance the work of NOMNICˇ¦s Tenderloin Sidewalk Improvement Program. She served as the volunteer chair of the North of Market/Tenderloin Community Benefit District Steering Committee during the formation of the NOM/TL Community Benefit District.

She has volunteered in neighborhood groups such as Adopt-a-Block, Organization of Neighbors on Jones Street, Tenderloin Neighbors Working Group and Tenderloin Tree Campaign, all efforts to clean, beautify and enhance the quality of life in the neighborhood for all who live, work and visit, there.

She has served as the District Manager for the North of Market/Tenderloin Community Benefit Corporation (CBD) since its inception in 2005. Elaineˇ¦s efforts have been instrumental in bringing many improvements to the neighborhood. In addition to the accomplishments, she promotes activities around arts and culture. These include, Concerts at the Cadillac, the CBD Art Gallery, art exhibits and lectures, theater, murals and concerts in Boeddeker Park and at the 83 McAllister Plaza. She engages residents, businesses and property owners in the improvement of their neighborhood.

Neighborhood Accomplishments

  • Formation of the North of Market/ Tenderloin Community Benefit District, with a sidewalk cleaning program in 29 blocks, hiring and training residents; planted 145+ trees since 2001

  • Removal of a crime-ridden bus shelter and replaced seating

  • Held four Safe Street Events on Jones Street at McAllister and Golden Gate

  • Formed TNT- The New Tenderloin a safety group gathering community members to develop a comprehensive neighborhood safety plan

  • Organized a 200+ person March to City Hall to demand treating the Tenderloin as a Community not a Containment Zone

  • TNT circulated a Petition for Action with 5,000 signatures, presented to the City insisting on prioritization of Tenderloin safety. Response was improvement on pedestrian safety issues, public policy, and a focus on community needs

  • Formation of Community Justice Center

  • Developing a Safe Passages Project bringing safety measures to the Jones Street corridor for youth and Seniors

  • Worked with Police on community policing efforts, such as foot patrols

  • Successfully challenged transfer of an off-sale liquor license

  • Established liaison with District Attorney Harris on crime and safety issues

  • Assisted the San Francisco City Attorney with the gathering 80+ affidavits closing a noisy and violence-ridden nightclub

  • Working on a Neighborhood Benefits Agreement with California Pacific Medical Center for better health care access
