By Lyle A. Brecht

Candidate for Board Member; Borrego Water/Sewer District

Short bio for Lyle Brecht of qualifications for office of Director, Borrego Water District
My professional background is as a business development executive and management consultant for both large and small businesses. I am new to Borrego but not to water issues. I am thoroughly familiar with the finances and economics of water districts.

I was an elected commissioner for a rural water district in Tennessee similar in size to the Borrego Water District. I helped a community planning association enforce watershed protection for the region's water supply in Maryland.

I provided technical support for regional water management planning for six towns and three water districts in Massachusetts. I traveled to water districts in all parts of the United States doing research on water management for two films I produced for the U.S. Environmental Protection Agency.

I believe that my professional background will be an asset to the board, but it will take a like-minded majority to effect needed changes. I have agreed to blend my skills with two other candidates, Beth hart and Marshal Brecht (not related).  We are three who agree to work together to SERVE the community.

Some of my preliminary thoughts concerning the issues the Borrego Water District faces include:

- Thinking Strategically About Water Supply for the Borrego Valley at http://www.scribd.com/doc/27943389/

- Reframing the Conversation Regarding the Risks of Groundwater Overdraft at http://www.scribd.com/doc/31319854/
