During Esteves' tenure as Mayor, major positive changes happened in the City of Milpitas.
Leadership - Accomplishments : Jose Esteves

During my tenure as Mayor(2002-2008), here are my major accomplishments:

  • I proposed a new Economic Development Commission, supported new Economic Plan, and led in hiring an Economic Development Director; this led to more businesses coming to Milpitas and increased jobs in Milpitas
  • City Buildings and Facilities, others o New Milpitas Public Library and the Library Parking Garage: I proposed this project, led in raising funds through Measure H and I approved by voters, chaired and led the New Library Subcommittee that started and completed this project on budget, on schedule(occupancy permit issued November'2010); o I led in the construction and completion of the Interim Senior Center, Abel St, while the new Senior Center is being constructed o I, together with seniors, proposed the New Senior Center on the February 2001 City Council Meeting which got approved; I led and chaired the New Senior Center Subcommittee to oversee this project from beginning like study stage, assessment stage, planning, architectural design and up to construction bidding. o De Vries New Senior Housing + I led in working with the developer from beginning to completion in early 2008; I worked with the developer in working for the selection criteria and rules for occupants o Construction of County Clinic and Clinic Garage in partnership with the County of SC - I led, together with the County, in the partnership to start and construct this project. o I chaired and led the Capital Project Subcommittee to oversee the completion of the city's capital projects which are completed on budget and on schedule like:  Completion of 4th Floor, City Hall  New Major Pump Stations  Street Pavement

During my term as Mayor, under my leadership, we accomplished the following:
-New Berryessa Creek Trail Opening
-New Coyote Creek Trail Opening
-Acquisition of County Property around Elmwood for Housing
-Cesar Chavez Garden
-Added New Parks named after 2 former Mayors

During my term as Mayor and working with VTA, Caltrans, others, the following were opened:

o Light Rail Station Opening + Great Mall area (Jun 2004) o 237/880 Interchange Completion (Apr 2004) o 880/Dixon Landing Interchange Completion (Jun 2004) o 880/237 Carpool Lane Opening (Apr 2005) o 680 Soundwall Completion (Nov 2005) o Montague Expressway Improvements o Streetscaped and Improved Abel Street @ Elmwood completed early 2008

During Esteves' tenure as Mayor:

Milpitas was ranked 17th, Nationwide, as Best Livable City Financial Rating has been AA, highest for a State in California Economic Development Commission was created for more jobs and businesses in Milpitas Raising a Reader was initiated and implemented for quality education

Joe Esteves was Voted Best Elected Official, 2002-2008 Milpitas New Library(the City's biggest project) was Completed on budget and on schedule(Nov, 2008) under Joe Esteves' leadership

-100 % attendance in City Council meeting for 10 years(all my elected years)

-Widely endorsed by officials and citizens
