Smart Voter Political Philosophy for Mark Alan Sumpter

Area A; San Bernardino County Board of Education

HONESTY, INTEGRITY, CONSERVATIVE VALUES

Since 2006, I have served as the representative of Area A on the San Bernardino County Board of Education. I am running for re-election to serve for another four year term. My goal is to continue to support the County Superintendent and County Schools Programs as they continue to focus on reducing the drop-out rate and increasing student achievement. I serve as the elected County Board member from the Counties of San Bernardino and Inyo on the California School Boards Delegate Assembly, Region 16.

The County Board is a unique and somewhat obscure governance body and does not have the same authority nor play the same role as a local school board. It does not have legislative authority or the ability to make policies to influence programs at the local level, nor does it have authority over the 33 local school district boards. Its roles and responsibilities are very limited in scope and defined by the State Education Code. However, it does have important functions that no other agency or governing body could perform. The most significant role of the County Board is its role as an appeals body, conducting hearings of appeal brought to it by parents of students expelled or denied inter-district transfers by their local school board. It also hears appeals from petitioners of Charter Schools that were denied at the local level. The Board sets the County Superintendent's salary, approves the County Superintendent's budget and acquires property for school sites to conduct specialized programs provided by the County Schools Office. The County Board actively supports the County Superintendent's Office by attending awards recognition programs,dedications of facilities and by participating in special curriculum events. I will continue my support efforts of the County Superintendent and his staff as they tackle the important issues of the day.

My passion my entire adult life has been to serve the educational interests of our children, parents and community. A well educated citizenry is vitally important to sustaining the strength of this great nation. Educated children grounded in good moral values will become the backbone of our country. I have 38 years of experience in education. I believe my experiences and background as a parent, teacher, instructional leader, principal, chief negotiator for local board of education, superintendent and county board member are qualifications that make me an effective County Board Member.
