Scott Mann, a Menifee resident since 1989, was elected in June 2008 to the Inaugural City Council for the new City of Menifee beginning a two year term of office on October 1, 2008. He is Chairman of the City's Finance Committee and also serves on the Public Safety Committee. Additionally, he serves on the Executive Committee of the Western Riverside Council of Governments representing the City of Menifee. His professional resume includes executive experience in the defense, aerospace, business services and construction industries.

Scott Mann was recently appointed to the position of Assistant Superintendent of Business Services for the Del Mar School District in San Diego County. In this capacity, he serves as the Chief Business Official (CBO) and Chief Financial Officer (CFO) overseeing a budget in excess of $47 million dollars.

Prior to this position, he served as the Risk Manager with the Menifee School District. He has held many challenging positions prior to assuming his role with the Del Mar School District and the City of Menifee. Most recently, he served as Human Resources Manager and Facilities Director for West Coast Painting, Inc. of Riverside. Prior to this position, he was an Executive Recruiter with The Lucas Group, in partnership with The Wall Street Journal, in Orange County. During this same time period, he was instrumental in developing the strategic business plan for The Hope Learning Academy in Canyon Lake on a volunteer basis. Mr. Mann also has experience as a contract technical recruiter for the defense and aerospace industry with B&M Associates, Inc. of San Diego and Dallas, Texas.

Councilman Mann is a U.S. Navy veteran who came up from the enlisted ranks from Seaman Recruit promoting to Senior Chief Petty Officer and retired as a mustang officer after 25 years of service as Lieutenant Commander. Having made a total of 9 overseas deployments, he is a veteran of combat operations during the Tanker Wars, Operation Desert Storm, Beirut, the Balkans and counter-narcotic operations in Central America. Mr. Mann also served in the Global War on Terrorism planning and deploying the 11-ship Amphibious Task Force, Expeditionary Strike Groups ONE and THREE, and the Navy Expeditionary Camp at Kuwait Naval Base in support of offensive combat operations in Iraq. He also participated in disaster relief operations during the eruption of Mount Pinatubo in the Republic of the Philippines and during salvage and recovery operations after the crash of Alaska Airlines Flight 261 off the coast of Ventura County.

Scott Mann currently serves on the Board of Directors of the Public Agency Risk Sharing Authority of California (PARSAC) and he also serves on the Service Academy Selection Panel for U.S. Representative Darrell Issa. Mr. Mann was appointed in 2007 to the statewide California Interscholastic Federation (CIF) Parent Advisory Committee. He holds Baccalaureate and Masters Degrees in Business from National University and a professional certificate in School Business Management from the University of Southern California's Rossier School of Education. Mr. Mann was recently selected to attend the California Civic Leadership Institute for the Class of 2010 by the League of California Cities.

Councilman Mann recently won election to the Riverside County Republican Central Committee having previously served as Congressman Issa's Ex-Officio on the central committee. Mr. Mann is also a Delegate for Congresswoman Mary Bono-Mack (R-Palm Springs) to the California Republican Party.

Scott Mann was selected as the National Councilmember of the Year 2009 by WeTip, Inc. and received Councilmember of the Year honors for 2009 by Public CEO.com.
