Why Should You Re-Elect Councilman Mark Nielsen?
Mark Nielsen has long stood for the preservation and enhancement of our City's historical, rural and equestrian character. He does not rely on any developer's business for his livelihood. He believes in property rights, but not when they act to the detriment of our community's character. Mark's only agenda is to preserve and enhance for his kids, and for yours, the uniqueness and charm of what originally drew us to San Juan Capistrano, while assuring the City is financially sustainable. He has proven himself by his actions as our Councilman and Mayor over the past 4 years
Mark's record over the past 4 years includes:
- Spearheading the passage of Measure X that prohibits any future City Council from rezoning Open Space without a vote of the people
- Acquiring 240 acres of natural open space that was subject to development and overseeing submission of over $16 million in grant applications for habitat restoration and parks
- Construction of the award-winning Los Rios Park
- The first ever 20 year strategic and financial plan for the City
- Reopening of the City's movie theater after a 10 year closure
- Development of a Downtown Master Plan for a pedestrian-friendly historic town center
- Instilling a culture that looks at return on tax dollar investments and questions all cost over-runs
- Established a Utility Department that is fixing over a decade of infrastructure neglect and positioning us for future water self-sufficiency
- A complete reorganization of the City staff and operations
- Increased transparency by opening the budget process to detailed public review and expanding the public notice of projects far beyond the minimum previously done
- Reduced annual spending by $3 million from 2006 while increasing the Public Safety budget over 30% resulting in the City being in the top 10 safest cities of Orange County, with a top bond rating of AAA
Mark Nielsen has 20+ years executive experience running companies, meeting payrolls and balancing budgets. He has managed company turnarounds and saved them from bankruptcy by changing cultures and introducing financial controls. His 4 years experience with City issues and finances will help our City through the current economic downturn and building a sustainable future. He welcomes input and won't bring agendas other than doing what's best for our City. Mark Nielsen knows that we are all in this together. It is our community. He is one of us.
