District Philosophy
I have lived in Laguna Niguel for 45 years. I have an excellent working relationship with my fellow board members and staff. Through our combined efforts we have achieved the following:

Lowest water rates in Orange County even with added costs from Metropolitan Water District, our main provider. No unfunded pension obligations. Upon my suggestion, the board and employees agreed to a cap on pension obligations and a two-tier system with new employees contributing 7% of their Salary. I turned down the opportunity to receive a pension. In addition to my service as a Director for Moulton Niguel Water District, I also served a Director of the South Orange County Wastewater Authority.

I am an engineer by education and retired as a residential homebuilder in 1995. As your representative, I will continue to pursue prudent District policies that will provide you, the customer, with the highest quality water in the most economical matter.
