Jan Horton's Biography

I am a 23 year resident of Yorba Linda and raised three children in this community. Chris, Matt and Julie McKane attended Linda Vista, Yorba Linda Middle School and El Dorado High School. During their school years, I took an active role in many activities that enhanced their childhood experiences and growth.

Six years ago, I married Jim Horton and inherited three stepsons: Jonathan, Jameson and Jeremy Horton -- all United States Marines. We attend St. Martin de Porres Church and Rose Drive Friends Church. Jim and I helped form a community group that was instrumental in stopping the 2005 Town Center Plan, securing the City Council's rescission of eminent domain, and promoting the passage of Measure B -- Our Right to Vote Initiative. This was a 1½ year process of planning, coordinating volunteers and gathering community support with successful results.

Work Experience

I have served on the Yorba Linda City Council since 2006. During my tenure, I was Mayor Pro Tem 2007-2008, Fire Authority Director January 2007- December 2008, Transportation Corridor Agency Director January 2007- December 2008 (currently serve as the alternate), Trauma Intervention Program representative 2008- present. I also serve on regional and state committees.

I have worked for St Jude Medical Center for 15 years, currently at the Continuing Rehab and Wellness Center (CRW) as the Senior Clinician of the Hand/ Industrial program. I have a degree in Occupational Therapy from the University of Illinois (1976) and obtained a certification in Hand Therapy 16 years ago.

Responsible for staffing, recruitment and discipline issues, staff development and annual reviews, program development, and compliance with Federal and State requirements for provision of patient care, I have been instrumental in designing new clinics as St. Jude Therapy Services continues to grow. I am currently planning our fifth move, each time designing with excellence and efficiency in mind.

Additional Work Experience

Director of the Torrance Memorial Hospital Medical Center Occupational Therapy Program: Responsible for development of new therapy programs, annual budgets, coordinating services between multiple disciplines, representing Occupational Therapy in various meetings with the hospital administrators and community leaders, including fire fighters and injury prevention organizations. I supervised a staff of 17 therapists and was responsible for staff development, recruitment and disciplinary issues, staff scheduling and annual reviews. I was responsible for preparing for and complying with the Federal and State regulations governing provision of patient care.

Home Health Services: Provided patient care services for Upjohn and Home CarePlus companies. These programs are designed to provide therapy services in a person's home when they are unable to be transported to an outpatient facility. This assignment allowed me to provide Occupational Therapy to various patients while working with their families and community agencies to assure the optimum recovery possible for the individual.
