CANDIDATE STATEMENT OF QUALIFICATIONS

CITY OF: Fullerton OFFICE SOUGHT: Councilman WARD/DISTRICT #: N/A

NAME: Anthony N. (Tony) Fonte OCCUPATION: Attorney at Law

As a candidate to finish Shawn Nelson's term, I am respectfully submitting my qualifications and asking for your vote.

Ten years ago, I chose west Fullerton as my home and love it.

I am not a politician. As a dedicated citizen, I will work to preserve Fullerton's well-balanced residential, commercial, industrial, cultural, recreational and educational traditions.

As an attorney, I have over 34 years' court experience specializing in Living Trusts, Wills, Probate and real estate disputes.

I have Zoning, Personnel Board, budget experience and served eight years as Buena Park Councilman and Mayor. I am a former President of the Chamber of Commerce and of the O.C. Young Lawyers, Rotary Club Officer, O.C. Bar Board of Directors. Recognized twice in Jaycees Outstanding Young Men of America. Recipient of Americanism medal from the D.A.R.

My daughter, Allison, was a Mouseketeer, Sunny Hills Student Body President and graduated from Stanford University. Daughter Diona played varsity and C.I.F. tennis, attended Cal State, and works for "The Fish," a local radio station.

I am an active senior tennis player at Fullerton Tennis Center, Sun Lakes Country Club, and Hawaii!

My grass roots campaign is pledged not to accept contributions over $100.

Open Letter Re: Coyote Hills Controversy

This letter is being respectfully submitted to propose a fair resolution to this
major and contentious issue that has split the City for many years. Unless resolved soon, it will continue to fester, waste a lot of money and will continue the endless land use rhetoric. The substance of my proposal is as follows:
1. Chevron would donate the land to the City;
2. In return the area would be named Chevron Coyote Hills Park & Trails;
3. The City Council would authorize the City Manager, and City Attorney to begin settlement negotiations to explore the possibilities;
This proposal:
A. Would give a huge tax savings (income and capital gain) to Chevron; B. Would be a great public image boost for Chevron as an oil company and major landowner here; C. Would show respect for the property rights involved; D. Would satisfy the homeowners concerns.

FORWARD WITH FONTE on November 2nd For Fullerton City Council (Two-Year Term)

QUALIFICATIONS, ACTIONS, RESULTS + NOT JUST PROMISES Fonte has a responsible record of community service to back his promises! As a resourceful and independent thinker, he will use his considerable experience and expertise to work with the other Council members and community leaders to get things done and help maintain the well-balanced reputation Fullerton enjoys residentially, commercially, culturally and educationally.

HOMEOWNER, PTA OFFICER AND COMMUNITY INVOLVEMENT Fonte is a 10-year resident of West Fullerton. As a former President of the Desert Breezes Master Association and Westside Homeowners Board of Director, he understands the concerns of traffic, noise and crime. He will support a strong police department and a responsible City staff. He served on the Sunny Hills HS Committee that successfully opposed the closing of Sunny Hills + his two daughters graduated from Sunny Hills. He is an active tennis player at the Fullerton Tennis Center.

ZONING, BUDGET AND PERSONNEL EXPERIENCE As a former Councilman and Mayor of Buena Park (8 years), he learned about zoning, redevelopmental agency, budget and personnel. He also co-founded the City Beautification and Cultural Commission, was the founder and vice chair of the Personnel Board, and pushed for Council term limits to allow others to serve in this non-partisan, part-time position. He served on the League of California Cities Municipal Employees Committee.

COUNTYWIDE PERSPECTIVE AND ACTIONS Fonte loves Fullerton and Orange County. As a former Chamber of Commerce President, he supported business-friendly laws and actively opposed turning El Toro Marine Air Base into an international airport because of the noise and traffic impact on the quality of life. His countywide activities and involvement, along with his all around experience, has provided him with the proper perspective to serve as your Councilman. He will focus on the merits of grass roots civic and homeowners support and reduced campaign expenses with no axe to grind!

PROFESSIONAL LEADER AND CREDENTIALS As an attorney with over 35 years' court experience, he knows litigation and eminent domain proceedings. He served on the O.C. Bar Board, on its State Bar Resolution and Legislation and Bench and Bar Committees, to push for laws and programs to reduce the civil courts backlog and encourage arbitration and mediation. He was a member of the Lawyer Impact Task Force.

PRO BONO SERVICE TO THE LOCAL YOUTH AND THE COMMUNITY As a 48 years' resident and an attorney in North Orange County, he has donated a lot of volunteer time and proudly done pro bono legal services incorporating and advising many youth groups and homeowners associations, including baseball Little Leagues, Boys and Girls Clubs, Youth Garage, Friends of the Library, Girls National Softball Leagues, New Bellehurst Homeowners Association and others.

CAN COYOTES HILLS BE SAVED? This election is critical on this major issue which has split the Council and the residents. Fonte will push for negotiations to convince Chevron that it is feasible financially, taxwise and otherwise, to donate the entire Coyote Hills land to the City and in return offer to name it "Chevron Park and Trails." This will avoid drawn out and expensive litigation, and such a compromise recognizes the right of private property and honors the homeowners objective to preserve their quality of life.

HOW SPECIAL INTERESTS ARE CORRUPTING ELECTIONS Fonte believes that more civic involvement and higher voter turnout at local elections will go a long way to correct or to remedy the problem. Fonte is proud of the fact that Fullerton has a well above-average voter turnout and wants to continue to build on that tradition.

Fonte believes that excessive campaign contributions by unions and other special interest groups have had a corrupting influence on all our elections. Fullerton, with its large number of well-informed and civically-involved residents, is in a position to reduce or eliminate that influence. Fonte is pledged to a low-budget and grass roots campaign and will not post campaign signs or send fancy mailers. Fonte is focusing on civic support and word of mouth. He hopes you agree and vote for him.

CODE OF FAIR CAMPAIGN PRACTICE SIGNED As a signatory to this code, he is pledged to conduct a fair and decent campaign, free of any personal attacks on candidates and show respect to our free election process. Fonte believes that our election process has been corrupted and distorted, and that special interests have bought their way through the use of excessive campaign contributions.
