Smart Voter Political Philosophy for Melanie M. Shelby

Candidate for
Council Member; City of Oakland; District 4

FISCAL ACCOUNTABILITY
I support a top to bottom review of administrator salaries and elimination of perks, unnecessary spending, and political hires + utilizing Oakland's independent City Auditor to increase accountability. In this economy, we must prioritize funding for essential neighborhood services. I bring experience as a business owner, executive, and manager to the City Council, which is sorely needed.

CRIME & SAFETY
I'll work closely with our Neighborhood Crime Prevention Councils, Home Owner Associations, and Business Improvement Districts and our Police Chief to address our District's diverse public safety needs. I support the Police Chief's new initiatives, including properly drafted anti-loitering and curfew laws.

SMALL BUSINESS SUPPORT
Blight, graffiti, trash, and property theft or damage are common concerns, as is the need for stronger business attraction and retention programs. We must do more to support our Business Improvement Districts. The City must prioritize its partnership role to local business owners, and expand graffiti abatement efforts.

SCHOOLS & EDUCATION
The City must increase access for Oakland's school children to resources such as the Oakland Zoo and Chabot Space and Science Center. I'll work to improve the City's partnership and coordination with the School District, open school playgrounds on weekends, and improve school safety. I support new funding to retain excellent teachers and expand teacher training.

FIRE SAFETY
Did you know that Oakland is one of the only California cities that doesn't collect developer impact fees for infrastructure such as fire stations? I'll protect and maintain the firefighters we need not only for 9-1-1, but for critical wildfire abatement services.

NEIGHBORHOOD SERVICE
Though District 4 has enjoyed strong representation, neighbors still constantly complain about the lack of responsiveness from City Hall + this is unacceptable. I'll maintain a Neighborhood District Office where the community can obtain immediate assistance, and implement rotating neighborhood office hours.

WILDLIFE & VEGETATION
Humane wildlife and appropriate vegetation management will allow us to live in harmony with our natural environment as well as keeping our homes safe from wildfire. I support these programs as necessities, not frills for our quality of life.

PARKS & TRAILS
Our District has had a strong tradition of open space preservation, trail and canyon restoration, and park cleanups and maintenance. I support stronger partnerships and collaborations with the East Bay Regional Park District, and our District parks advocates, to share more ideas and resources for how this important work can continue, particularly in light of the threat to parklands from the State and City budget crises.

STREET SAFETY, POTHOLE REPAIR
Many streets in our District are dark, winding or narrow. Speeding and parking are issues in other areas. I'll work with local neighbors and businesses to identify places where additional lighting, safety, or parking measures are necessary, and identify city funds for these measures. Timely and consistent pothole repair will be a top priority.

EMERGENCY PREPAREDNESS
Some of our neighborhoods are on the Hayward fault. ALL of us need an effective Emergency Preparedness Plan. Many of our neighborhoods are already well organized, but others need help. I'll help to organize additional Emergency Networks in the areas that need it.
