ED SUMMERS

Strong professional qualifications with a proven record of community service for Ventura County. Building on undergraduate and master's degrees in business and finance, twenty seven years of increasing responsibility and success in financial analysis, management, and direct responsibility in public agency cash and investment management. Twenty years of community service for Ventura County strengthening economic development, quality of life, affordable housing, job creation and saving our naval bases.

PROFESSIONAL BACKGROUND

Senior Vice President and Chief Credit Officer Responsible for management and oversight of Bank's Credit Risk Policies and Guidelines, loan approval process, cash management and investment, loan administration and portfolio management functions. Established underwriting and risk analysis procedures for new lending programs for commercial and small business lending, cash management and investment risk. Developed internal audit and dual control policies to ensure consistent credit analysis and quality, internal and regulatory compliance and account management practices.

  • Overall portfolio growth from $53 million to $1.050 billion adding 3 new divisions
  • Developed expanded portfolio management analysis and risk management system
  • Initiated credit and compliance training programs for all lending and loan administration personnel (FTE 48)
  • Invited to serve on three national risk management best practices panels

Vice President and Commercial Banking Manager Ventura Regional Commercial Banking Office As the Regional Commercial Banking Manager for Ventura, Santa Barbara and San Luis Obispo Counties, responsible for portfolio management of commercial and public sector relationships including financial and credit analysis, deposit and cash management, and investment services. Develop office budget, marketing and operating plans, staff supervision, evaluation and training. As a Senior Manager concurrently responsible to provide leadership and enhance the Bank's recognition and involvement in the community.
  • Increased portfolio credit relationships 700% over six years, the largest increase in the Commercial Banking Division a Oversight of $500 million in deposit, cash management and investment account activity.
  • Increased regional profitability by 170%, doubling volume while maintaining a 25% staffing increase a Appointed to Bank's "Best Practices" task force, establishing more time efficient procedures for the division
  • Exceeded division average by over 10% in employee satisfaction surveys

Vice President and Manager Corporate Credit Examination Services Responsible for monitoring and analyzing the Bank's credit portfolio quality and underwriting standards in Southern California. Managed a team of 10 Vice President level examination officers, coordinated priority and scheduling of site reviews for 20 offices with a combined portfolio of over $6 billion in commitments. Approved portfolio changes, initiated reports to Senior Management on portfolio trends, and reviewed portfolio issues with National Bank Examiners.
  • Achieved 100% accuracy in credit risk weighting, exceeding Bank goal of 95%. No deficiencies identified by National Bank Examiners (OCC).
  • Consistently completed portfolio reviews within budget and schedule while exceeding sample and analysis standards
  • Developed materials and standards implemented Bankwide in credit training program

Director of Development, Corporate and Foundation Relations Senior Development Officer for corporate and foundation fundraising encompassing both major gifts and annual giving programs. Also served as a member of the planning and management team for a major capital campaign at Claremont Graduate School. Responsible for developing a long range fund raising strategy, program development and staff supervision related to programs.

Associate Director of Development Coordinated fundraising activities of university support groups, comprising approximately 14,000 members with an annual contribution of over $1.4 million.
