Richard Monroy is a veteran prosecutor who has spent more than two decades fighting crime in our community. He currently serves as Ethics Advisor in the San Diego District Attorney's Appellate Division.

During his 21 years as a Deputy District Attorney, Richard prosecuted nearly every kind of crime that plagues our neighborhoods. He led two large scale narcotics operations ("Operation Grand Slam" and "Operation Rock n Roll") that took more than 175 drug dealers off the streets of Pacific Beach and Southeast San Diego. As Chief of the DA's Gang Unit, Richard helped create the San Diego Commission on Gang Prevention and Intervention. His leadership experience also includes serving as the Assistant Chief of the DA's North County Unit, and Chief of the Special Operations Division which handles hate crimes and crimes involving elected officials. Richard spent seven years serving his fellow Deputy DA's as President and Vice President of the San Diego County Deputy District Attorneys Association. Richard's experience in the courtroom is extensive. He has prosecuted approximately 60 felony jury trials including murders, rape, child molest, major narcotics, complex conspiracy, and many other felonies. He prosecuted drug cartel homicides with multiple defendants and multiple murders.

Richard is often called upon to share his expertise with law enforcement organizations. He has 17 years' experience as an instructor for the Drug Enforcement Agency (DEA), the Federal Bureau of Investigation (FBI), the San Diego Police Department, and the San Diego County Sheriff's Department.

Richard was born and raised in Los Angeles County, where his father was in the United States Air Force. He came to San Diego to attend UC San Diego and received his BA in 1985. He earned a full scholarship to the University of Southern California's Gould School of Law and graduated with his Jurist Doctorate in 1988. Richard was a clerk for Judge Earl B. Gilliam, who introduced him to the criminal justice system and helped him get his start as a prosecutor.

Richard and Myra, his wife of more than 20 years and a middle school math teacher, have two daughters, one a high school student and the other a student at Mesa College.
