Shall the Gann Appropriations Limit increase approved by the Oak Grove School District voters in 1991 be continued for four years, allowing the District to continue to expend funds generated by the existing special tax of $68 per parcel for remedial services, repair of school buildings and grounds, purchase of instructional supplies and equipment, installation of energy conservation equipment, and restoration of services reduced in prior years in the library, counseling, custodial and maintenance areas? YES NO
Article XIIIB of the California Constitution, enacted in 1979 as part of Proposition 4, restricts governmental spending by setting an annual appropriations (spending) limit. This appropriations limit is also known as the "Gann limit." The California Constitution authorizes voters to change this appropriations limit for a maximum period of four years at a time. Unless the voters do so, the appropriations limit will be based on an earlier year's limit, adjusted for changes in the cost of living and population. On March 5, 1991, the voters of the District approved a special tax and an increase of the appropriations limit in the amount of that special tax. At this time the Governing Board of the District submits to the voters the question whether the appropriations limit first approved in 1991 should continue for another four years. Measure C does not authorize the District to impose a new assessment or increase the property tax rate. Instead it would permit the District to continue to spend the special tax already approved by the voters. The expenditures will continue to be used for remedial services, repair of school buildings and grounds, purchase of instructional supplies and equipment, installation of energy conservation equipment, and restoration of services reduced in prior years in the library, counseling, custodial and maintenance areas. A "yes" vote on Measure C is a vote to continue the previously approved increase in the District's appropriations limit. A "no" vote on Measure C is a vote against continuing the previously approved increase in the District's appropriations limit.

Oak Grove School District (OGSD) is asking its citizens to continue the existing $68.00 annual parcel tax... that's only 19¢ a day! This means NO TAX INCREASE to property owners. Since the 2006 parcel tax renewal election, the District has sustained $10 million in State budget reductions.
Renewing the Parcel Tax is imperative for OGSD to continue to support:
