Tony Beall is the Mayor Pro Tem for the City of Rancho Santa Margarita. In 2007, he served as the City's Mayor. He was first elected in 2004 and was re-elected in November 2008.

Tony also serves as the Chairman of the Committee to Reform Capistrano Unified School District. Over the past five years, Tony and the members of this Committee have worked tirelessly to restore honesty, integrity and accountability to the scandal-plagued Capistrano Unified School District. This committee's successful five year campaign to bring badly needed reform to the Capistrano Unified School District is prominently featured in "Not As Good As You Think: The Myth of the Middle Class School" -- a new highly-acclaimed documentary produced by the Pacific Research Institute that shatters the myth that "good" schools located in "nice" neighborhoods are shielded from the education crisis that pervades schools in poor, urban areas. This film opened to rave reviews across the country, and on December 3, 2009, U.S. House of Representatives Republican Leader John Boehner and Representative John Kline, Senior Republican of the House Education and Labor Committee presented the U.S. Capitol film debut of "Not as Good as You Think -- The Myth of the Middle Class School."
